About this opportunity
The Federal Emergency Management Agency (FEMA) has issued a Special Notice for a Virtual Industry Day focused on Unmanned Aircraft Systems (UAS) Services. Scheduled for May 28, 2025, this virtual event will be conducted via Zoom for Government and is designed to provide potential contractors with detailed information about an upcoming UAS services contract. The event is part of FEMA's market research initiative to establish a Multiple Award Indefinite Delivery Indefinite Quantity (IDIQ) contract for UAS capabilities to support disaster response operations. Registration for the event is mandatory, with a strict limit of 3 participants per company and a registration deadline of May 26, 2025. FEMA emphasizes that attendance does not guarantee future contract consideration.
The objective of this Special Notice is to gather industry insights and prepare for a solicitation planned for the third quarter of 2025 for UAS services across all US States and Territories. Contractors interested in participating must submit a 5-page capabilities statement by June 9, 2025, addressing company overview, services, experience, key personnel, performance metrics, equipment, and FAA compliance. The anticipated contract will focus on services only, requiring contractor-owned and operated UAS platforms capable of supporting three primary lines of effort: imagery/remote sensing, confined space accessibility, and cargo transport. Technical requirements include abilities such as still and video imagery, infrared and thermal imaging, 30-minute minimum flight time, and payload capacity up to 500 pounds. The contract will have one 12-month base period with four 12-month option periods, and while the set-aside status is currently undetermined, large businesses may need to submit a Small Business Subcontracting Plan if the solicitation is full and open.
