About this file

This document is a Question Report from a FEMA Unmanned Aircraft Systems (UAS) Services Virtual Industry Day webinar held on 5/28/2025. The document reveals FEMA is conducting market research for UAS services, not hardware procurement, with a planned solicitation in Q3 2025 (July-September). Key details include that the contract will be services-only, contractor-owned and operated, requiring nationwide coverage across all US States and Territories. The contractor will provide pilots and UAS platforms with specific deliverables, potentially including image processing software depending on mission requirements.

Specific solicitation details include a capability statement submission deadline of June 9, 2025, to be emailed to FEMA-Industry-Registration@fema.dhs.gov. The set-aside status is undetermined, and while no hardware will be purchased, FEMA seeks various UAS capabilities including fixed-wing and vertical takeoff/landing platforms for imagery and emergency response missions. If the solicitation is full and open with no set-aside, large businesses will be required to submit a Small Business Subcontracting Plan. FEMA will coordinate with FAA and other agencies for safety and airspace deconfliction during emergency response operations.
