About this file

This document is a Virtual Industry Day presentation by the Federal Emergency Management Agency (FEMA) for Unmanned Aircraft Systems (UAS) Services. FEMA seeks to establish a Multiple Award Indefinite Delivery Indefinite Quantity (IDIQ) contract for UAS capabilities to support disaster response operations. The contract will have one 12-month base period with four 12-month option periods, with an anticipated solicitation posting in the third quarter of 2025. The UAS are required to support three primary lines of effort: imagery/remote sensing, confined space accessibility, and cargo transport.

Key technical requirements include UAS capabilities such as still and video imagery, remote sensing, streamed video, infrared and thermal imaging, ability to fly at 1000' elevation, minimum 30-minute flight time, payload capacity up to 500 pounds, and features for operating in confined spaces like collapsed structures. Potential mission sets include aerial search and rescue, moving commodities to isolated communities, and remote damage assessment. Interested vendors must submit a capabilities statement by June 9, 2025, limited to 5 pages, addressing company overview, services offered, experience, key personnel, performance metrics, equipment, and FAA compliance. Questions about the opportunity must be submitted by May 30, 2025, and will be posted on SAM.gov.

Contract Requirements

Unmanned Aircraft Systems Services

The Operations Capabilities Branch, within the Operations Division, seeks to fully establish and integrate three primary lines of effort and requirements of Unmanned Aircraft Systems (UAS) to effectively coordinate air operations and aviation related services across all agency offices and directorates in disasters and during all phases of response

Imagery/Remote sensing Confined space accessibility Cargo transport

To meet these expectations FEMA requires a contracted source of various types of UAS aircraft, corresponding but not limited to the three types identified above
