About this opportunity

Brookhaven Science Associates (BSA) is soliciting competitive proposals for uniform rental, maintenance, and laundering services on behalf of Brookhaven National Laboratory, a U.S. Department of Energy facility. The procurement requires vendors to provide weekly rental, laundering, and maintenance of flame-resistant uniforms meeting ASTM F1506 and F1959/F1959M standards, emergency services uniforms compliant with NFPA 1975 standards, and non-flame-resistant uniforms including polo shirts, cargo pants, coveralls, and work jackets. Proposals will be evaluated using a Best Value methodology with 100 non-price evaluation points distributed across five technical categories: Types of Uniforms (34 points), Distribution/Pick-Up/Maintenance (36 points), Past Performance (10 points), Transition Plan (10 points), and Quality Assurance (10 points), with a minimum technical score of 60 percent required for responsiveness. Offerors must submit separate technical (Volume 1) and business/price (Volume 2) proposals electronically to Ben Furlow at bfurlow@bnl.gov, with pricing proposals due by April 24, 2026 at 5:00 p.m. EDT and an estimated award date of June 1, 2026. All pricing proposals must remain firm for 180 days following submission, and any questions concerning the RFP should be directed to Ben Furlow with a copy to Jayce Blood at jblood@bnl.gov.

This procurement is not designated as a set-aside contract and no incumbent contractor is identified in the solicitation materials. The estimated contract ceiling is $1,500,000.00 with an initial term from July 1, 2026 through June 30, 2027, plus four optional one-year renewal periods, for a total potential contract duration of five years. The contractor must provide at least two dedicated service professionals, guarantee 24-hour response times, deliver a minimum of five clean uniform changes weekly, and maintain estimated annual quantities including 450 polo shirts, 300 cargo pants, 2,200 flame-resistant relaxed jean pants, and numerous other uniform items across 22 on-site locations. Small business subcontracting is required for offers exceeding $900,000, with BSA stretch goals of 49 percent small business, 5 percent small disadvantaged business, and 5 percent women-owned business participation. All services will be performed at Brookhaven National Laboratory in Upton, New York, with delivery on a FOB Destination Freight Prepaid basis and Net 30 payment terms.
