About this opportunity
The Department of the Navy Naval Supply Systems Command seeks underwater hull cleaning services for a T-AKE class vessel, with an offer due date of September 18, 2026, at 12:00 PM. This procurement is a sole source to Seaward Marine Services LLC, justified by critical scheduling constraints during a restricted operational window at a scheduled port call in Korea, Seaward's unique capabilities including Status of Forces Agreement authorizations and diving permits, and market research confirming competing vendors cannot obtain Korean SOFA clearances or mobilize personnel and equipment within the required timeframe.
Place of performance is Gwangyang-si, Jeollanam-do, South Korea. Period of performance runs September 21 through October 7, 2026, with delivery required by October 7, 2026. The work involves comprehensive underwater hull cleaning of the entire submerged hull, propeller, rudder, and associated structures to standards conforming to NSTM Chapter 081, preparing the vessel for an American Bureau of Shipping Underwater Hull Inspection. The vessel measures 688 feet 11 inches in length and 654 feet in breadth with forward and aft drafts of 22 feet 10 inches and 27 feet 9 inches respectively.
The NAICS code is 488390, Other Support Activities for Water Transportation; PSC is J020, Maint/Repair/Rebuild Of Equipment–Ship and Marine Equipment. The contract is firm-fixed-price on a commercial basis. Inspection and acceptance is performed by N62387, with Michael Perry, Principal Port Engineer, as primary point of contact. Evaluation criteria are technical including delivery date, price, and past performance in no order of relative importance. The contracting officer is Bailey Butler, 564-226-0285.
