Summary

This is a Statement of Work (SOW) for underwater hull cleaning services on a naval vessel scheduled for September 21 through October 7, 2026. The work item, identified as SOR 26-013 Category "A," is a preparatory cleaning operation to support an Underwater Inspections in Lieu of Drydocking (UWILD) survey to be conducted at a separate location and date. The vessel is a T-AKE class ship measuring 688 feet 11 inches in length and 654 feet in breadth, with forward and aft drafts of 22 feet 10 inches and 27 feet 9 inches respectively. The work involves one propeller and one rudder. No government-furnished equipment, materials, or services are provided; the contractor bears full responsibility for all diving operations and equipment.

The contractor must conduct comprehensive underwater hull cleaning to completely remove all marine fouling from the entire submerged hull, propeller, rotating coupling covers, fairwaters, rope guards, rudder, bilge keels, gratings, screens, and splitter bars on hull penetrations. The waterline area must be cleaned 12 inches above the waterline, with cleaned surfaces conforming to NSTM Chapter 081. Critical pre-cleaning activities include a Pre-Survey Planning Meeting with ship representatives, vessel operations team (OMT) representatives, and diving personnel to verify safety procedures, diver qualifications, communication protocols, emergency procedures, and environmental conditions. The contractor must inspect and document hull conditions before and after cleaning using Level I inspection standards per the Underwater Ship Husbandry Manual. Upon completion, the contractor shall submit condition reports in PDF format and provide a video recording with audio commentary of all external underwater areas on DVD, with copies distributed to the vessel's Chief Engineer and uploaded to the MSC Technical Library. The work requires strict compliance with high-voltage electrical system safety protocols and lockout/tagout procedures specific to T-AKE class vessels.
