About this opportunity

The Department of the Navy Naval Supply Systems Command is seeking a contractor to provide Undersea Warfare Analytical Operational Test and Evaluation Support Services through solicitation N0018926RW008. The contract requires technical and analytical support to the Operational Test and Evaluation Force (OPTEVFOR) Undersea Warfare Division for the definition, conduct, and analysis of operational testing of U.S. Navy undersea warfare systems including submarines, surface vessels, aviation platforms, and unmanned underwater vehicles. Key requirements include documentation review, operational test design, test execution, data management, test planning support, test operations support, test analysis and reporting, modeling and simulation support, and program management support. The Government will evaluate proposals in two phases: Phase I assesses whether offerors possess an active Top Secret Facilities Clearance (a mandatory requirement at proposal submission), and Phase II evaluates technical approach (subdivided equally between staffing and performance/management sub-factors), past performance, and price, with non-price factors weighted significantly more heavily than price. Proposals are due March 23, 2026, at 10:00 AM Eastern Time, with award targeted for May 16, 2026.

This contract is set aside 100 percent for Service-Disabled Veteran-Owned Small Businesses (SDVOSB) under NAICS code 541330. The contract is structured as a single firm-fixed-price, indefinite-delivery, indefinite-quantity (IDIQ) agreement with an estimated ordering period from May 16, 2026 through May 15, 2031, plus an optional six-month period through November 15, 2031, with a contract minimum of $2,500 and a maximum ceiling of $37,000,000. The Government estimates travel costs of approximately $4,023,158.15 for the base period and $439,237.49 for the option period, which contractors must incorporate into their pricing proposals. Work will be performed primarily at the OPTEVFOR facility located at 7970 Diven Street, Norfolk, Virginia 23505-1498, though some work may be performed at contractor facilities for unclassified efforts and travel to CONUS and OCONUS locations, including overseas test sites, is expected. Required personnel include a Program Manager, Test and Evaluation Manager, Test and Evaluation Engineer, Senior Test and Evaluation Analyst, Junior Test and Evaluation Analyst, Cybersecurity/Operational Subject Matter Expert, and Data Engineer, each with specific education, experience, and certification requirements detailed in the Performance Work Statement.
