About this file
This is a Questions and Answers document for solicitation N0018926RW008, addressing clarifications on proposal submission requirements and contract performance expectations.
The document addresses eight questions spanning administrative, security, and reporting requirements. Key clarifications include: the full solicitation has been released and is viewable in SAM.gov under solicitation number N0018926RW008; the applicable Performance Work Statement is contained within the solicitation attachment; and an active Top Secret Facilities Clearance must be possessed at the time of proposal submission, with no amendment to allow delayed clearance. The Government will consider all proposals following prescribed solicitation guidelines, but will not modify the facilities clearance requirement timing to maximize SDVOSB competition. Amendment 0001 revised the Quality Assurance Surveillance Plan (QASP) to clarify that deliverable A003 (Monthly Status Report) is due monthly starting after the first month of contract award, rather than after the third month. Regarding proposal formatting, PDF versions are acceptable for Volume I and Volume II narratives as well as supporting documentation such as Facility Clearance Level documentation and DCAA/DCMA information, despite the Microsoft Office 2016 compatibility specification. The Security Administration clause containing a blank for the Defense Investigative Service Director and Regional designation will not be completed until contract award, as it is specific to the contractor's security region. Performance Work Statement Section 5.16 is evaluated under Sub-Factor II (Performance and Management) rather than Sub-Factor I (Staffing), and the PWS does not contain Section 5.18.

Questions and Answers
Question 1:
When is the full solicitation anticipated to release?
Answer: Solicitation N0018926RW008 has been released and can be viewed in SAM.gov by searching
N0018926RW008.
Question 2:
Is the draft Performance Work Statement from the January 5 RFI (N0018926Q0029) still available for review?
Answer: The applicable performance work statement to this solicitation is included within the solicitation attachment N0018926RW008.
Question 3:
Factor I - Facilities Clearance (PWS Section 10.7): The solicitation requires offerors to possess an active Top Secret Facilities Clearance (FCL) at the time of proposal submission. Our company does not currently hold a Top Secret FCL; however, all proposed key personnel possess active Top Secret security clearances.
a) Would the Government consider a proposal from a qualified SDVOSB offeror that demonstrates: (a) all proposed personnel hold active TS clearances at or above the required level; (b) a viable facility security plan, including access to an existing cleared facility or SCIF lease arrangement; and (c) a documented plan and timeline to obtain a Facility Clearance through DCSA sponsorship, with the understanding that the FCL would be in place prior to the commencement of the performance period on 16 May 2026?
Answer: The Government will consider all proposals submitted, following the guidelines prescribed within the solicitation. An offeror must possess an active TS FLC at time of proposal submission.
b) Alternatively, would the Government consider amending the solicitation to require the FCL at the time of award or prior to the start of performance, rather than at the time of proposal submission, in order to maximize competition among qualified SDVOSB offerors consistent with the policies set forth in FAR 19.202-1?
Answer: To be evaluated fairly, all proposal submissions must contain the required verification of an active Facility Clearance at the Top-Secret level at the time of proposal submission. No amendments to the solicitation concerning this element shall be considered at this time. .
Question 4:
The QASP table states A003 (MSR) is due monthly starting after the third month. However, PWS Section 6.3 states it is due by the 10th of the month starting one month after award. Please clarify the start date for MSR reporting.
Answer: The QASP has been revised, see amendment 0001 to the solicitation. The requirement is to provide deliverable A003 monthly starting after the first month of contract award.
Question 5:
The RFP specifies Microsoft Office 2016 compatibility for proposal submissions. Please confirm if PDF versions for the Volume I and the Volume II narrative are acceptable to preserve formatting.
Answer: PDF versions are acceptable.
Question 6:
Page 33 of the RFP (Security Administration (Contract) (Sep 2015) contains a blank fill-in - “The Commander, Defense Investigative Service, Director of Industrial Security, _____________ Region.” Will the Government be providing the correct fill-in?
Answer: This clause will not be filled in until award as it is specific to the contractor’s security region.
Question 7:
After reviewing the proposal submission instructions for the solicitation (N0018926RW008), we noted the requirement that electronic files be compatible with Microsoft Office Suite 2016. Some of the supporting documentation typically required with proposals, such as Facility Clearance Level (FCL) documentation and DCAA/DCMA information, are issued in PDF format.
Could you please confirm whether these types of supporting documents may be submitted in their PDF format as part of the proposal package?
Answer: PDF versions are acceptable. Please also see the answer to Question 5 above.
Question 8:
Was it the intention of the Government to include 5.16-5.18 in the Performance and Management section, even though guidance provided for the Staffing section specifically calls out information required to fulfill 5.16?
Answer: PWS Section 5.16 is included in the Sub-Factor II Performance and Management evaluation;
however, the PWS does not contain Section 5.18. Further, Section 5.16 is not included in the Sub-Factor I Staffing evaluation.
