About this opportunity

The United States Coast Guard Sector New Orleans is soliciting quotations for unarmed security guard protection services at its facility located at 200 Hendee Street in New Orleans, Louisiana. The primary objective is to provide continuous access control, screening, visitor processing, and related protective services for personnel, property, and facilities. Qualified contractors must provide all labor, supplies, materials, equipment, supervision, licenses, and management necessary to deliver the services. Key requirements include that all security guards must be licensed as private security guards under Louisiana state law, fluent in English, compliant with Department of Labor Guard II criteria, and capable of passing Coast Guard background checks. The contract will be evaluated based on three criteria: price, technical acceptability, and past performance. Contractors must submit comprehensive quotations that include pricing for the base year and all four option years, a detailed technical approach demonstrating understanding of the Performance Work Statement requirements, and documented evidence of past performance on similar contracts. The deadline for submitting quotations is March 30, 2026, with quotations to be directed to Joel.S.Ivy@uscg.mil.

This solicitation is designated as a Total Small Business set-aside, meaning only small businesses are eligible to compete for the award. The contract will consist of a one-year base period running from April 1, 2026, through March 31, 2027, followed by four one-year option periods extending through March 31, 2031. The position involves a single gate post requiring one unarmed guard working 42.5 hours per week (6:30 a.m. to 3:00 p.m., Monday through Friday, excluding federal holidays), with the contractor responsible for maintaining sufficient backup personnel to cover the primary guard's absences. All contractors must be actively registered in the System for Award Management (SAM.gov) prior to award. The contract will be awarded as a firm-fixed-price purchase order to the lowest-priced technically acceptable offer, and all wages must comply with the Department of Labor Service Contract Act prevailing wage rates for Orleans Parish, Louisiana.
