The U.S. Geological Survey Office of Acquisitions and Grants seeks removal and replacement of three hydronic boiler systems at the Upper Midwest Environmental Science Center in La Crosse, Wisconsin, with proposals due June 30, 2026. The procurement is a total small business set-aside under NAICS 238220, with an estimated award value between $250,000 and $500,000 on a firm fixed-price basis.
Place of performance is La Crosse, Wisconsin. The contractor must replace three Thermal Solutions EVA3000BN1 boilers (3,000,000 BTU/hr non-condensing) with new standard efficiency boilers maintaining a 3:1 or better turndown capacity, and furnish and install all venting, piping, electrical work, controls, and appurtenances. Integration with the existing Automated Logic WebCtrl Building Automation System is required, including eight hard-wired control points for boiler enable, run status, alarms, damper status, circulating pump control, and outlet temperature monitoring. The contractor must install electric vent stack dampers with boiler interlock and provide operation and maintenance manuals, AutoCAD 2019 formatted drawings, and a 12-month workmanship warranty. Performance must commence within 10 calendar days of notice to proceed and be completed within 120 calendar days, with work performed during regular facility hours (7:30 a.m.–4 p.m., Monday–Friday). Liquidated damages are $500 per calendar day for late completion.
A mandatory site visit is scheduled for June 17, 2026, at 1:00 p.m. CST; Amendment 0002 clarifies the visit is strongly encouraged but not mandatory. Questions are due June 23, 2026. Evaluation is based on past experience (minimum three Wisconsin hydronic heating projects exceeding $150,000 within the past five years), personnel qualifications with active Wisconsin trade licenses, project plan including schedule and equipment details, and price.
