About this file

This document is a Standard Form 30 Amendment of Solicitation/Modification of Contract issued by the USGS OAG Denver Acquisition Branch on June 1, 2026, for solicitation number 140G0226R0008.

The amendment replaces a corrupted Statement of Work (SOW) file with a corrected version titled "SCOPE OF WORK - HYDRONIC SYSTEM UPGRADES" and updates primary point of contact information. The primary POC is changed from Karen LaBouff-Kind to Philip Robinson, with email changed to philip_robinson@ios.doi.gov and phone contact preference noted as "email preferable." The contract involves hydronic boiler system upgrades at the USGS Upper Midwest Environmental Sciences Center (UMESC) in La Crosse, Wisconsin. The scope requires replacement of three existing Thermal Solutions EVA3000BN1 boilers (3,000,000 BTU/hr non-condensing) with new standard efficiency boilers, including all venting, piping, electrical work, and integration with the existing Automated Logic WebCtrl Building Automation System. Key requirements include a 3:1 minimum turndown capacity, electric vent stack dampers with interlock functionality, connection of eight specific control points to the BAS, and 12-month warranty of workmanship from acceptance. The contractor must provide project design and schedule with the proposal, perform startup by a technician with three years' hydronic heating experience, maintain $1,000,000 liability insurance, and complete installation within 120 days of Notice to Proceed. The period of performance is July 25, 2026, through November 13, 2026, on a firm fixed-price basis. Selection will be based on Best Value considering past experience (three Wisconsin projects of $150,000+), personnel qualifications and licensure, detailed project plan, and price. Additional contacts include Technical POC Mark Goede (mgoede@usgs.gov), Admin POC Justin Littman (jlittman@usgs.gov), and Contract Specialist Philip Robinson (probinson@usgs.gov).
