The contractor must carry minimum $1,000,000 liability insurance, provide combustion reports and AutoCAD 2019 formatted drawings at closeout, include all operation and maintenance manuals, and provide a 12-month workmanship warranty from date of government acceptance. Selection will be based on best value considering past experience with minimum three Wisconsin hydronic heating projects exceeding $150,000 in value, personnel qualifications with active Wisconsin trade licenses and relevant certifications, a detailed project plan with proposed schedule and equipment specifications, and pricing for complete installation.

SCOPE OF WORK
HYDRONIC SYSTEM UPGRADES
1. GENERAL INFORMATION
a. Introduction The Department of the Interior (DOI), U.S. Geological Survey (USGS), Upper Midwest Environmental Sciences Center (UMESC) 2630 Fanta Reed Road, La Crosse, Wisconsin 54603 requires replacement of existing hydronic boilers and installation of new standard efficiency boilers and all appurtenances.
b. Background: The existing facility hot water system is served by three Thermal Solutions (Model Number EVA3000BN1) 3,000,000 BTU/hr non-condensing hot water boilers. The boilers have reached the end of their useful life and are in need of replacement.
c. Scope: Services, construction, to provide all equipment, labor, travel, and materials (unless otherwise provided herein) necessary replace existing hydronic boilers and any required changes to new boiler venting, all piping and appurtenances complete.

3. PROJECT REQUIREMENTS:
a. Project Submittals: Prior to construction, the Contractor shall present the proposed system layout to the TL for approval. Finished system will include venting, piping, power, instrumentation and wiring to connect new boilers complete to existing facility hydronic system. Contractor shall be responsible for connecting boiler controls to the existing Automated Logic Webctrl Building Automation System (BAS). Contractor shall install system complete, with all appurtenances fully installed per manufacturers guidelines and applicable codes to provide a complete working system.
b. Submit for all equipment required to complete this Requirement as a complete installed system. Mark general catalog sheets and drawings to indicate specific items being submitted and proper identification of equipment by name and/or number.
c. Before submitting electrically powered equipment, verify that the electrical power and control requirements for the equipment are in agreement with the existing site conditions and existing power supplied to the existing boilers and pumps. Include a statement on the shop drawing transmittal that the equipment submitted and the existing power available are in agreement.
d. Include wiring diagrams of electrically powered equipment.
e. New boilers shall meet or exceed specifications of existing boilers.
f. Demolition: Contractor shall demolish and remove the three existing Thermal Solutions boilers. Any existing control sensors from facility BAS to be retained for reuse.
b. System Requirements: System shall meet or exceed the following minimum requirements:
i. New Boilers: Existing boilers are Thermal Solutions EVA3000BN1) 3,000,000 BTU/hr non-condensing hot water boilers. New boilers shall match specifications of existing boilers, including but not limited to:
1. Boiler shall have turndown capacity 3:1 or better.
2. Electrical requirements matching existing boilers.
3. Input/Output to/from BAS.
ii. Contractor shall be responsible for any system modifications, including but not limited to: piping, electrical and venting modifications, as needed to install new boilers.
iii. Contractor shall furnish complete and install all piping, venting, electrical, controls and safeties according to manufacturer’s guidelines and relevant building codes.
iv. Pumps: Contractor shall confirm that existing boiler loop pumps conform to manufacturers recommendations. If existing pumps are not in compliance with new boiler requirements, Contractor shall provide and install new pumps for each boiler that conform to each boiler requirements and manufacturer guidelines.
v. Venting: Contractor shall provide and install all venting. All material and work according to boiler manufacturers recommendations. Contractor shall include an electric vent stack damper on the stack outlet of each boiler sized and installed per boiler manufacturer recommendations. Stack damper shall be interlocked to the boiler start command such that the boiler shall not start unless the damper is proven open.
vi. Electrical: Contractor shall use existing power feeds at each boiler location. All electrical work to be installed complete. Contractor is responsible for ensuring all products are compatible with the existing electrical feeds.
vii. Controls shall interface to existing Automated Logic WebCtrl facility BAS. The following points for each boiler shall be hard wired to each boiler and be viewable, configurable and command able from the BAS:

viii. Contractor shall be responsible for all wiring, Automate Logic Eikon logic programming, process hot water system graphics, and trend creation in WebCtrl.
c. General Requirements
i. Contractor shall be responsible for furnishing and installing all venting, piping, electrical, controls, enclosures, equipment, conduit, electrical and low voltage wiring as required to furnish a complete system.
ii. All installation work will conform to manufacturers recommendations, industry standards and local and state building codes. All work to be performed in a clean and workmanlike manner.
iii. The contractor shall include a draft design and tentative work schedule with their proposal and adhere to the contracted design and schedule once awarded. Any deviation must be approved by the Contracting Officer (CO).
iv. Work shall be performed during regularly scheduled facility hours (7:30am-4pm; Mon. – Fri.). However, if facility personnel will be negatively impacted by the work, after hours and weekend work may be authorized. Any work performed by the Contractor outside of normal facility hours must be coordinated with the USGS TL at least 48 hours in advance.
v. Coordinate work with the USGS TL to ensure any facility research equipment or studies are not interrupted or disturbed. Contractor will be responsible for any work performed as part of this contract that causes damage to existing equipment or negatively impacts ongoing research.
vi. All materials shall be installed in accordance with manufacturer’s recommendations and installation instructions.
vii. Contractor shall provide equipment as the Government deems necessary to minimize debris in and around work areas.
viii. Contractor shall daily clean areas and cover surfaces or equipment impacted by construction work and remove any debris created by the demolition and/or installation from this project.
ix. Contractor shall ensure that no damage occurs to the surrounding buildings or equipment. Contractor shall be responsible for any repair costs due to damage to surrounding equipment, infrastructure or piping caused by construction or demolition as part of this project.
x. Contractor shall carry a minimum of $1,000,000 liability insurance against potential facility and/or equipment damage.
xi. Contractor shall gain approval from the TL prior to entry into other areas of the facility not directly related to this project scope. Entry into offices, mechanical/electrical spaces and or laboratories without permission from USGS TL is prohibited.
xii. Contractors shall notify the TL of any issues affecting project completion or delivery dates as soon as practical but no later than 24 hours.
xiii. The TL shall identify circuits designated for Contractor tools use as part of this project. Contractor shall be responsible for providing portable generators for equipment requiring more than 120 volts ac as needed for Contractor electrical equipment.
d. Project Completion Documentation:
i. Final Inspection and Acceptance Criteria
1. Upon successful completion of the installation and prior to the Final Acceptance, the Contractor shall ensure that there are no apparent defects in the boiler system, and all mechanical, electrical and controls are fully installed and operational. Contractor shall perform startup and checkout of new boilers and associated new equipment. Equipment startup shall be performed by a technician with at least 3 years’ experience in service and startup of hydronic heating equipment. Contractor shall notify TL in writing or email requesting a site inspection for the purpose of formal acceptance of the completed work.
2. The Contractor shall notify the TL in writing to request a Final Inspection and Acceptance Test no later than 45 business days after receipt of the Notice to Proceed. All aspects of the work shall have been evaluated by the Contractor and found to be correctly installed and ready for final evaluation prior to the Contractor requesting the inspection.
3. Contractor shall provide, as part of closeout documentation, boiler combustion report, scaled plans with venting, electrical and piping showing location and reference schematic of heating and control equipment, including but not limited to pipe sizes, mounting heights and electrical conduit runs. Drawings shall be provided to the Government in AUTOCAD 2019 format.
4. Contractor shall also include all operation and maintenance manuals for all installed equipment.
5. Acceptance by the Government will be given only after the satisfactory completion of the work as outlined in this Scope of Work. Project acceptance can be issued only by the project Contracting Officer (CO).
ii. Warranty Work and Service
1. The Contractor shall warranty all workmanship to meet the specifications set forth in this SOW. Additionally, the Contractor shall warranty all Contractor workmanship for a (minimum) period of 12 months from the date of Government acceptance.
e. Deliverables
i. Installation of system to be complete within 120 days of notice to proceed.

e. Period of Performance: 120 days from notice to proceed.
f. Government Furnished Property (GFP): None.
g. Special Considerations
i. None.
1. SELECTION CRITERIA
a. Contractor shall be selected based on Best Value in accordance with the FAR 15.101-1 according to the following criteria (in order of decreasing importance):
i. Past Experience: Contractor shall provide references of a minimum of three (3) projects within the past 5 years involving installation of hydronic heating systems in the state of Wisconsin. Projects provided for reference shall be at least $150,000 in dollar value and scope. The Government will evaluate this factor based on the relevance of the listed projects indicated. Relevant elements include:
1. Installation of hydronic boilers 1,000 MBTU or larger – include name of boiler manufacturers
2. Work performed in federal or state institutions
3. Past Performance Questionnaire from customer
ii. Qualifications: Contractor shall provide a listing of personnel who will perform the Work on-site. Listing shall include personnel trade education, installation work experience, experience with startup and service of hydronic heating systems, and number of years employed with the Contractor. Installer must be licensed in applicable trades in the State of Wisconsin is a minimum for this requirement. The Government will evaluate this factor based on the installation staff who shall be performing this work on site. Required elements include but are not limited to:
1. Active licensure as trade journeyman / apprentice in State of Wisconsin
2. Years of installation / service experience
3. Professional trade certifications (OSHA, NEC, NFPA, etc.)
4. Years employed by the Contractor.
iii. Project Plan: Contractor shall submit a project schedule outlining proposed schedule of installation. Contractor shall include products and manufacturers intended to be used for this project. Contractor shall include plan for integrating existing system into existing facility BAS. The Government will evaluate this factor based on the Contractors proposed outline of Work to be performed. Elements must include but not limited to:
1. Proposed schedule of work to be performed
2. Contractors plan for removal of existing boilers and venting, including equipment to be used.
3. Proposed new boilers / pumps
4. Details on proposed Contractor Team (electrical, mechanical, controls subcontractors)
iv. Price: Contractor shall submit pricing for the following:
1. Installation of boiler system as outlined in the Scope of Work.
