About this opportunity

The Federal Aviation Administration is issuing a Request for Information for storage, conditioning, quality screening, maintenance, procurement, and shipping services for Ultralife UBBL13-01 lithium-ion batteries, with responses due November 12, 2026. This is not a request for proposals, and the FAA will not pay for responses. No set-aside is used for this RFI, but responses will determine whether adequate competition exists to set aside a future competition among small businesses, service-disabled veteran-owned small businesses, or SEDB/8(a) certified firms. Large businesses are also invited to respond. FAA Franchise Acquisition Services is issuing the RFI in support of the FAA NEXCOM Segment 2 Emergency Transceiver Replacement program.

The contractor must establish facilities within the Continental United States for storing and processing hazardous materials, with logistics capability for shipments to CONUS and OCONUS locations. Storage must maintain temperatures between -20C and 50C. The estimated baseline throughput is 75-100 batteries annually, and the contractor may also be required to procure additional UBBL13-01 batteries as directed by the FAA.

Each battery requires a minimum of three full charge-discharge conditioning cycles, with terminal voltage verified at 16.5V ±0.2V and state-of-charge imbalance kept under 4-5% between battery halves. Batteries are discharged to 30% state of charge before shipment and power-cycled semiannually when stored longer than six months. The contractor must acquire and maintain a UltraLife UCH0057 smart battery charger, SupplyNet SN-D2400 battery discharger, and Bren-Tronics BTR70791-2 health meter. Priority orders must be processed within 24 hours (P-1), 48 hours (P-2), or 30 days (P-5). Shipments must comply with UN 3480 Class 9 requirements, including a Shipper's Declaration for Dangerous Goods and MSDS documentation.

The RFI lists NAICS 493110 and PSC R706. Vendors should review the attached draft Statement of Objectives, and the RFI notes that industry feedback on the Government's approach is encouraged. No industry day, incumbent, period of performance, or award value is identified in the source.
