The Department of the Air Force Materiel Command Lifecycle Management Center at Wright-Patterson Air Force Base seeks installation of a UAV netting enclosure for the Autonomy & Navigation Technology Center, with quotes due September 4 at 12:00 PM EST. This is a total small business set-aside under NAICS 238990 with a $19.0 million size standard, and a site visit is recommended for August 14 at 1:00 PM EST at Building 642, 2950 Hobson Way, WPAFB, Ohio 45433-7765 (registration deadline August 10).
Place of performance is Wright-Patterson Air Force Base, Ohio. The installation must maintain less than 1 foot of flex between poles without encroachment exceeding 2.5 inches at attachment points. The contractor shall replace existing cables, provide two 8-foot by 8-foot nylon zip entry doors with matching 4-inch holes, furnish professional engineer-stamped plans (by an Ohio-registered PE, approved by Base Civil Engineering), and provide concrete foundation work for gate supports. Performance must be completed within 90 days of award, during 0800-1700 Monday through Friday with government employee supervision. A minimum 5-year warranty covering netting, materials, and labor is required. Contractor personnel require real ID and project manager sponsorship for base access through the visitor's center.
Award is Lowest Price Technically Acceptable (LPTA), with technical evaluation based on acceptability rating (conformance to SOW requirements and capability statements for proposed materials) and price evaluation for fair and reasonable determination. Davis-Bacon wage rates apply. CMMC Level 1 certification is required before contract award. Questions are due August 21 at 12:00 PM EST.
