About this file
This is a Questions and Answers document addressing clarifications for solicitation FA8601-26-Q-0103, a Request for Quotation (RFQ) for a UAV Netting Enclosure at Wright Patterson Air Force Base. The requirement involves replacing an existing netting enclosure system with new nylon netting featuring a maximum 4-inch opening size, weather-resistant and flame-resistant materials. The contractor must remove and replace all existing cables and netting while retaining the structurally sound poles; the carabiners and concrete pins securing the current system require replacement. The work must be completed within 90 days of contract award, with installation restricted to 0800-1700 hours Monday through Friday during normal business hours. Contractors must obtain visitor passes through base access procedures and provide their own equipment and safety materials. The Government will conduct a final walk-through inspection for acceptance and requires a minimum five-year warranty on all materials and labor.
The solicitation will be awarded on a Lowest Price Technically Acceptable (LPTA) basis, with technical evaluation based on ability to comply with the Statement of Work requirements and provision of specification sheets or capability statements demonstrating acceptability of proposed materials and installation approach. Past performance is not an evaluation factor. Quotes are due 27 August 2026 at 12:00 PM EST and must be submitted electronically to the Contract Specialist and Contracting Officer, with a mandatory site visit recommended for 14 August 2026 at 1:00 PM EST. CMMC Level 1 certification is required before contract award. The set-aside is for small businesses under NAICS code 238990 with a size standard of $19.0 million. Davis-Bacon wage rates and construction wage determinations apply to this acquisition.

UAV NETTING QUESTIONS
Solicitation FA860126Q0103
1. CMMC eligibility: The solicitation includes DFARS 252.204-7025 and identifies CMMC Level 1, including a current SPRS status, affirmation, and CMMC UID. Will the contractor’s information system process, store, or transmit FCI or CUI under this requirement, and is a current CMMC Level 1 status and UID mandatory for award?
Yes CMMC Level 1 Certification is required. In light of recent push, contractors must complete the CMMC Level 1 Assessment within the Supplier Performance Risk System (SPRS) BEFORE any new contract award, contract modifications or exercising options. CMMC Level 1 requires an annual self-assessment against 15 basic safeguarding practices (e.g., strong passwords, limited access) under FAR 52.204-21 (now RFO 52.240-93). No third-party certification is required. Once you verify these 15 practices are in place per RFO 52.240-93(b)(1), you must enter your CMMC Self-Assessment Details into PIEE to self-certify compliance.
1. Evaluation submission: Page 18 of the solicitation is headed “Evaluation Factors for Award” but contains no factors. The SAM.gov notice states LPTA with an Acceptable technical-capability rating. Please identify the exact technical information that must accompany the quote, such as product data, installation approach, schedule, warranty, safety information, and past performance.
The evaluation factors will be Lowest Price Technically Acceptable.
Technical Evaluation – Acceptable/unacceptable rating based on the ability to comply with the requirements of the Statement of Work (SOW) as evidenced by providing a complete description of the Supply or Service to be provided. Specification sheets or capability statements are required for the evaluation. Must meet ALL requirements/salient characteristic specified in SOW to receive a rating of “acceptable”.
Price – Determination of a fair and reasonable price based on market research and independent government estimates and competitive quotes. For all offers which are rated “acceptable” for all factors other than cost or price, the Government then selects the offer with the lowest evaluated price.
For installation approach, since the SOW does not specifify how the contractor performs the installation, it will be the contractor’s discretion.
The completion date is 90 days after contract award.
Past performance is not an evaluation factor for this requirement.
1. Existing structure: Please confirm whether the existing poles, cables, foundations, and attachment points are structurally sound and are to be reused as-is. Is repair, replacement, modification, or removal of any pole, cable, tensioning hardware, or former raise/lower mechanism within the contractor’s scope?
Existing cables should be replaced. Want a tighter netting, preferably without cables, so even though they may be fine, they should be removed. The poles are structurally sound, the carabiners/pins that hold the wire down to the concrete are coming up.
1. Site information: Are drawings, photographs, pole spacing, cable elevations, attachment-point details, or other existing-condition information available? May prospective quoters arrange a site inspection before the August 10 question deadline?
Pictures attached. We can also accommodate a site visit Friday 8/14/2026 at 1:00PM EST. Due date for quotes has been extended to 27 August 2026 by 12:00PM EST.
1. Netting material: Beyond nylon, 4-inch maximum openings, and the stated dimensions, are there minimum requirements for twine diameter, breaking strength, knotted versus knotless construction, UV stabilization, weather resistance, flame resistance, or color?
At a minimum I would say, yes, weather and flame resistant since they'll be flying UAV's in there.
1. Structural design: Is the contractor responsible for engineered netting/tension calculations? If so, what wind-loading criteria, design standard, and professional-engineer stamping requirements apply?
The government is still working to provide the answer to this question.
1. Installation access: Please identify any restrictions involving work hours, base access, escorts, equipment staging, crane or lift access, fall protection, and restoration of disturbed areas.
Work hours would need to be done between 0800-1700 M-F (Normal business hours) while a government employee can be present. Base access would need to be established through the visitor’s center, and contractors will need to have real IDs and be sponsored by the project manager. Contractor is responsible for bringing their own their own equipment and safety equipment to complete the necessary work.
1. Labor and bonding: Please confirm whether any wage determination, construction wage requirement, service-contract labor standard, bid bond, performance bond, or payment bond applies. None appears in the uploaded solicitation package.
Added FAR 52.222-6 and Davis‑Bacon/Construction Wage Rate determination
1. Acceptance and warranty: Please identify the Government’s final inspection or functional acceptance criteria and clarify whether the five-year warranty requires onsite repair/replacement labor for all covered failures.
The government will do a walk-through inspection to ensure it meets all requirements and then sign off on the final acceptance. At minimum, a 5-year warranty will be sufficient.
1. Proposal format: Other than the completed pricing schedule and SF 1449 information, please confirm whether there is a page limit, required technical format, or mandatory form that must be submitted.
This information can be found in the instructions to offers attachment.

1. Are there any pictures available of the existing net enclosure?
See attached
1. Does the ANT Center want the new netting to have the ability to raise & lower? Or do they want the system to be fixed in position in order to maximize space available?
Fixed position.
1. The SOW mentions that certain attachments from the net to the cable have broken – what method of attachment was used on the existing system? Hog rings, snap rings, other?
The government believes there are carabiners on the ceiling of the net, but the net itself is weathered. The concrete pins are also loose and coming up.
1. Outside of fixing the broken attachments to the cable, are there any other aspects of the support structure (cable, cable clamps, thimbles etc) that could potentially be replaced during install?
The support beams are fine, but all cables and netting should be replaced.
1. Is the existing netting attached to any hardware along the bottom in order to keep it in position? Such as a cable and/or eyebolts?
Yes, the currently netting is secured to metal wires via carabiners/pins are either strung through the post or attached in the concrete sidewalk.
