About this opportunity
The Federal Aviation Administration (FAA) Unmanned Aircraft Systems Integration Office seeks whitepapers demonstrating and validating systems and technologies to enable safe integration of unmanned aircraft systems into the National Airspace System through Broad Agency Announcement solicitation 697DCK-25-R-00278. Respondents must partner with one of nine FAA-designated UAS Test Sites and address one of ten focus areas including UAS Traffic Management, Beyond-Visual-Line-of-Sight operations, Electronic Conspicuity, Command and Control Link Technologies, Detect and Avoid Technologies, noise and environmental impacts, collision safety, autonomous operations, industry consensus standards, and Advanced Air Mobility. Whitepapers will be evaluated based on operational readiness of proposed technology, importance to mission and agency programs, and funding availability. The solicitation operates on a two-step process wherein respondents first submit 10-page whitepapers for preliminary evaluation, after which selected respondents receive Requests for Proposal for full proposal submission. Technical questions for Call 001-2026 were due by October 17, 2025, with initial whitepaper submissions due January 9, 2026; Amendment 4 established an additional Call 001A-2026 for two newly added test sites with technical questions due March 26, 2026, and whitepapers due April 9, 2026.
This solicitation carries no set-aside designations and anticipates at least nine contract awards, with anticipated funding of $12 million divided evenly among UAS Test Sites through Call 001-2026 and an additional $2.67 million available under Call 001A-2026 for the two new test sites. All resulting contracts are cost-sharing agreements requiring a mandatory 1:1 minimum cost-share ratio, meaning the FAA will fund no more than 50 percent of total project costs, with cumulative authorization of $24 million across fiscal years 2025-2028. Most projects are anticipated to have a one-year performance period, with award dates on or before September 30, 2026, and the overall BAA remaining open through September 30, 2028. Place of performance is throughout the United States, with all flight testing conducted in partnership with FAA UAS Test Sites. Respondents must submit a Letter of Attestation from the applicable UAS Test Site Director and a Rough Order of Magnitude cost estimate in addition to the whitepaper.
