About this opportunity
The Naval Air Warfare Center Aircraft Division (NAWCAD) seeks white papers in response to a Statement of Objectives for propulsion and power technology development of naval air vehicles, with white paper submissions due September 30, 2027. This is a two-step BAA process: white papers meeting government intent will advance to formal cost and technical proposal submission.
White papers should not exceed 30 pages, with brevity encouraged; submissions of 5 to 15 pages are the norm. Cost estimates for stand-alone subsets of effort are acceptable. Formal proposals will be invited only for white papers found consistent with the BAA intent. One original copy of each formal proposal is required upon invitation.
Evaluation is concurrent technical and cost review by a government technical panel. Primary evaluation criteria are Scientific and Technical Merits and Potential Navy Contributions. Secondary criteria, weighted equally to each other but of lesser importance than primary criteria, are Capabilities and Experience and Cost. Selection for award is based on potential benefit to the Government weighed against proposal cost, in view of availability of government funds.
Subsequent contract award will occur off Broad Agency Announcement 2027 for Propulsion and Power of Naval Air Vehicles. The NAICS code is 541715, Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology). The PSC is AC14, National Defense R&D Services; Department of Defense - Military; R&D Administrative Expenses. Detailed proposal submission requirements are in the attached NAVAIR publication Guide to Naval Aviation Propulsion and Power Technology Development Programs for Fiscal Year 2027.
