About this opportunity
The Department of Veterans Affairs Strategic Acquisition Center Frederick is soliciting an unrestricted Request for Quote (RFQ) numbered 36C10X26Q0050 for accredited, multimodal pharmacogenomics education and training services to be delivered to VA clinicians. The contractor must provide comprehensive asynchronous and synchronous training tailored to clinicians with varying expertise levels and professional roles, including doctors, nurse practitioners, physician assistants, pharmacists, nurses, and pharmacy technicians, with the objective of enabling clinicians to translate pharmacogenomics testing into personalized patient care plans. Key requirements include delivering competency evaluations before and after course completion, developing a competency-based certificate program with continuing education accreditation from ACPE, ACCME, ANCC, and AAPA, maintaining a contractor-hosted website supporting up to 1,000 student participants, and establishing a data use agreement with the VA National Pharmacogenomics Program. Proposals will be evaluated based on technical capability (demonstrating 2+ years of pharmacogenomics education experience), past performance (3+ relevant contracts within the past 5 years), and price, with non-price factors significantly outweighing cost considerations. The deadline for submitting questions is February 19, 2026 at 2:00 PM EST, with proposal responses due February 26, 2026 at 12:00 PM EST.
This solicitation carries no set-aside designation and will result in a single contract award. The University of Pittsburgh is the incumbent contractor, and the Government issued this RFQ to procure services beyond the current contract period. The estimated contract value is $15 million on a firm fixed-price basis with monthly invoicing. The contract performance period begins March 16, 2026 and runs for 12 months, with two optional one-year extension periods available through March 15, 2029. Performance of work will take place at a contractor-hosted website and through virtual training delivery modalities, with the VA's Strategic Acquisition Center office located at 5202 Presidents Court, Suite 103, Frederick, Maryland 21703. The Government intends to announce the contract award as soon as possible prior to the March 16, 2026 performance start date.
