About this file
This is a Solicitation/Contract/Order (SF 1449) for Pharmacogenomics Education and Training services issued by the Department of Veterans Affairs (VA), Strategic Acquisition Center in Frederick, Maryland. The solicitation number is 36C10X26Q0050, with an offer due date of February 26, 2026, at 12:00 EST and a questions deadline of February 19, 2026, at 2:00 PM EST. The contract is unrestricted with a $15 million estimated value and a NAICS code of 611430 (Business and Secretarial Schools).
The Performance Work Statement requires the contractor to provide comprehensive pharmacogenomics education and training to VA clinicians across multiple delivery formats. Key objectives include increasing VA clinician capability to translate pharmacogenomics test results into personalized patient care plans, enhancing medication history competency among nurses and pharmacy technicians, and monitoring student progress through vendor reporting. The contractor must deliver asynchronous and synchronous training content, develop a competency-based certificate program, offer foundational and specialty continuing education courses (with accreditation from ACPE, ACCME, ANCC, and AAPA), and establish a data use agreement with VA for educational analyses. The base performance period runs 12 months from award (March 16, 2026 to March 15, 2027), with two optional one-year extensions. The contract is firm fixed-price with monthly invoicing. Deliverables include a contractor-hosted website supporting up to 1,000 student participants, synchronous training at least monthly, project management plans, monthly enrollment reports, and strategic communication/marketing support. Proposals are evaluated on technical capability (demonstrating 2+ years of pharmacogenomics education experience), past performance (3+ relevant contracts in the past 5 years), and price, with non-price factors significantly outweighing cost considerations.

B.4 PERFORMANCE WORK STATEMENT
Performance Work Statement
TITLE: Pharmacogenomics Education and Training
1.0 BACKGROUND
Precision medicine represents a significant advancement in patient care, marking a shift towards a more efficient clinical approach that leverages individual variability in genes, environment, and lifestyle to enhance therapeutic benefits and prevent poor outcomes.
Pharmacogenomics (PGx), or the study of how genes impact medication metabolism, is an especially applicable tool in the complex VA patient population. In alignment with the High Reliability Organization (HRO) principles of being preoccupied with failure and having a reluctance to simplify, application of PGx enables clinicians to more precisely tailor treatments, moving away from the traditional one-size-fits-all model. This personalized approach ensures that each Veteran receives the most effective and customized care, aligning with the Department of Veterans Affairs (VA)’s commitment to deliver exceptional individualized healthcare services.
Varying levels of expertise exist with respect to PGx within the VA clinician workforce. While many may be familiar with what PGx is, few are expert at interpreting and applying PGx test results. Therefore, a foundational continuing education (CE) certificate program that provides continuing education hours is critical to further implementation of PGx as a clinical tool to improve medication efficacy and safety.
2.0 OBJECTIVES
The Contractor shall provide continuing education, in Pharmacogenomics, accredited training to VA clinicians to accomplish the following goals:
a. Increase the number of VA clinicians (pharmacists, advanced practice providers, etc.) who can translate PGx test results into efficient, effective, and safe pharmacotherapy.
b. Increase the number of VA nurses and pharmacy technicians who can complete patient medication histories to more efficiently apply PGx into patient care plans.
c. Monitor and report on student progress and/or competency via vendor reporting to
VA on an annual and ad hoc basis.
3.0 SCOPE
The Contractor shall provide accredited multimodal education from the organizations listed below and training to VA clinicians that support the ability to translate PGx testing into personalized patient care plans. Training completion will result in certification and continuing education. Training is intended to vary according to clinician role, experience level, and engagement with PGx. Components of the course shall:
• Deliver asynchronous and synchronous comprehensive PGx training to clinicians with varying levels of expertise and diversity of roles
• Evaluate competency in clinical application of PGx both pre and post course completion
• Empower clinicians to incorporate PGx into comprehensive medication management services to augment treatment precision and personalize care
• Increase the number of VA clinicians who can translate a patients’ PGx profile to an appropriate treatment or prevention plan
• Continuing education credit from the following accrediting bodies:
o Pharmacy (CPE): Accreditation Council for Pharmacy Education (ACPE) o Physician (CME): Accreditation Council for Continuing Medical Education
(ACCME)
o Nursing (CNE): American Nurses Credentialing Center (ANCC) o Physician Assistant (AAPA): American Academy of PAs (AAPA)
• Develop a data use agreement between VA NPP and the contractor to perform educational analyses.
4.0 PERIOD OF PERFORMANCE
The Period of Performance shall be as follows:

It should provide a plan for the Contractor and Government to follow, including the start and end dates of each task, the VA input or resources required, and the dependencies between tasks. The PMP’s purpose is to ensure that the project is completed on time and within budget by identifying potential delays and allowing for adjustments to be made and updates to the PMP to be made as necessary.
