About this opportunity

The Department of Veterans Affairs Veterans Health Administration (VA VHA) is soliciting proposals for a Lift and Fall Protection Safety Training contract through Veterans Integrated Service Network 10. The solicitation seeks a training provider to conduct four scheduled safety classes covering height hazard identification, fall protection hierarchy, OSHA standards, and equipment-specific training for 109 employees across different shift times. Training requirements include comprehensive safety instruction on personal fall arrest systems, JLG scissor lift and boom lift operations, with a mandatory written exam where students must achieve a minimum 80% score to receive a certificate of course completion. Technical and price factors will be evaluated equally during the proposal review process. Potential offerors must submit their quotes by November 29, 2024, at 10:00 AM EST, with any questions due by November 26, 2024, at 2:00 PM EST.

This solicitation is specifically set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB) under NAICS code 611430 for Professional and Management Development Training. The contract performance period is scheduled from December 1, 2024, to April 30, 2025, covering training sessions across day, evening, and night shifts at the Louis Stokes VA Medical Center in Cleveland, Ohio. The training will be conducted in multiple sessions: two classes from 7:00 AM to 3:30 PM, one from 3:00 PM to 11:30 PM, and one from 11:00 PM to 7:30 AM. The VA will provide fall protection harnesses and classroom space, while the contractor must supply all necessary training materials and instructors. No travel, lodging, or meal expenses will be covered for the training providers, and the majority of students have existing employment and previous safety training experience.
