About this file
This document is an amendment to a solicitation for Lift and Fall Protection Safety Hazard Training for the Department of Veterans Affairs. The amendment updates what equipment the VA shops will provide for use during the training classes.
The solicitation is for a training contract to cover 4 scheduled classes for a total of 109 employees. The training will cover topics such as height hazard identification, hierarchy of fall protection, OSHA standards, use of personal fall arrest systems, and specific training on JLG scissor lifts and boom lifts. Vendors must provide all training materials and a certificate of completion for each student that passes the required 80% exam. The VA will provide the fall protection equipment, training classroom, and scheduling support. This is a set-aside for service-disabled veteran-owned small businesses (SDVOSB). Offers are due by November 12, 2024 at 10:00 AM EST.

Clarifying Statements:
Veterans Affairs shops will provide the fall protection harnesses, lanyards, Self-Refracting Lifelines (SRL’s), and portable roof top anchors (DBI Sala Portable roof anchor, Bigfoot mobile fall protection) used for the training.
Insurance coverage or bonding (e.g., general liability, workers' compensation, or professional liability) IS NOT required as part of the submission or award.
Vendor must supply all training materials.
There are no specific dates set for training, however, classes need to be scheduled and completed within thirty (30) days once the contract is awarded. There is a preference for all four classes to be held within a two-week window, however, it is not necessary for them to be held back-to-back.
Should proposed training dates not work due to Veterans Affairs scheduling conflicts or other reasons, Veterans Affairs Point of Contact (POC) provided at time of award, will work with the vendor to reschedule proposed training schedule.
It is expected that up to thirty (30) employees will attend each class.
Veterans Affairs will provide a training classroom environment with access to projectors. Classrooms will be scheduled by Veterans Affairs POC once tentative dates have been confirmed awarded vendor.
Access to the facility will be provided by Veterans Affairs POC for training equipment set up in advance, by scheduling with the POC.
No special requirements for language translations are known at this time.
There are no special needs employees within the group that needs to be trained.
A professional looking certificate of course completion is required for each specific employee that is trained.
Exam results will be emailed to the Veterans Affairs POC upon completion of the entire contract.
Payment will be processed upon completion of the entire contract.
Veterans Affairs will work with vendor to rescheduled proposed training dates that do not work or if conflicts arise due to inclement weather or emergencies that prevent training from occurring as scheduled. POC contacts will be provided upon contract award.
Veterans Affairs will not provide travel, lodging or meals for trainers.
