About this opportunity
The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 5 has issued a Special Notice announcing its intent to sole source a contract for Philips Biomedical Equipment Training Courses. This notice pertains to solicitation number 36C24525Q0780, which seeks technical training services for biomedical equipment support specialists at the Washington DC Veterans Affairs Medical Center. The procurement is being conducted under FAR 6.302-1 sole source authority, with Philips North America LLC identified as the only qualified vendor capable of meeting the government's unique requirements. The contract will be structured as a firm fixed-price agreement with an anticipated one-year performance period from September 30, 2025, to September 29, 2026. The government has determined that only Philips can provide the necessary manufacturer certifications and specialized access keys required for this training program.
The primary objective of this procurement is to train in-house technicians on Philips medical equipment systems to reduce downtime, improve patient care continuity, and minimize safety risks associated with medical equipment failures. Interested vendors must submit responses by August 25, 2025, at 9:00 AM EST, including company details, small business designation status, capabilities demonstration, and SAM UEI numbers. While the government will provide preference to Service-Disabled Veteran Owned Small Businesses, Philips North America LLC has been identified as an other than small business vendor that uniquely qualifies due to its ability to provide manufacturer certification of competency and access to specialized support tools and administrative codes. The government plans to benchmark pricing against a previous similar contract (36C262199F0418) to ensure fair and reasonable pricing. The training will cover comprehensive technical skills for various Philips medical devices including patient monitoring, critical care, anesthesia, respiratory, cardiology, and sleep lab equipment, with successful participants receiving manufacturer certification upon course completion.
