About this file
This document is a Statement of Work (SOW) for technical training on Philips Healthcare medical equipment for the Washington DC VA Medical Center. The SOW aims to train in-house biomedical equipment support specialists to maintain critical medical systems including patient monitoring, critical care, anesthesia, respiratory, cardiology, and sleep lab equipment. The training will be delivered virtually or in-person, with the goal of reducing system downtime, improving patient care continuity, and minimizing safety risks by developing internal technical expertise.
The training will cover comprehensive technical skills, including equipment operation, configuration, troubleshooting, and maintenance across various Philips medical device models. Upon successful course completion, specialists will receive a manufacturer's certification of competency and potential access to support tools and administrative codes. The contract is a sole-source procurement with Philips North America LLC, with a base period from 09/30/2025 to 09/29/2026, anticipated as a firm fixed-price contract. The VA anticipates pricing will be comparable to similar previous Philips BioMed Training Course contracts, with the primary objective of enabling in-house technicians to support complex medical equipment systems more effectively and cost-efficiently.

1. Contract Title:
Technical Training on Philips Healthcare Medical Equipment
2. Background:
Washington DC VA Medical Center has various medical equipment/systems from Philips Healthcare that are currently supported by vendor services. These systems expand over the various clinical areas: patient monitoring, critical care, anesthesia, respiratory, cardiology and sleep labs which involve equipment for patient monitoring, data management systems, ventilators, cardiology archive systems, radiologic and imaging modalities. The Telemetry/Physiological monitoring system is utilized 24/7 for patient care in critical care wards and is the most frequent after-hours support call that HTM receives. The patient monitors, imaging equipment, sleep lab equipment and cardiology equipment were all upgraded or expanded in the last year. In-house technicians trained on these systems will reduce the system downtime which contributes to the continuity of patient care and reduction in risks to patient safety. As of now, in-house staff have limited support capability and rely on the vendor’s technicians which may have limited support capabilities after hours or charge additional costs. In-house support and expertise may also allow for significant cost-savings with a reduced need for contract coverage.
3. Scope:
The Washington DC Medical Center Biomedical Equipment Support Specialists are in need of technical training to support and maintain Philips medical equipment. The training provided will be virtual or In- Person training.
4. Specific Tasks:
HTM staff will attend (in-person or virtually) comprehensive classes that will ensure that they are prepared to safely and effectively maintain their systems and preserve the return on their training investment. Upon successful completion of the courses, students will be eligible to receive the Biomed License Key for the Support Tool or Administrative access codes or keys for specific systems and expanded service capabilities.

5. Other Pertinent Information or Special Considerations:
To successfully interact with the remote systems, students will need:
· Quality, reliable internet connection
· Laptop/desktop computer
· Dedicated time and workspace: free of distractions
