About this opportunity

The Naval Supply Systems Command (NAVSUP) Contracting Department, through its Fleet Logistics Center Navy (FLCN) Pentagon Directorate Philadelphia Office, is procuring participation services for the Naval Recruiting Command (NRC) in nineteen (19) scheduled events and expos on a sole source basis with the National College Resources Foundation (NCRF). This acquisition uses Simplified Acquisition Procedures under FAR Part 13 for commercial items and services, with anticipated firm-fixed pricing to support the Navy's recruitment goals for fiscal years 2026 and 2027. The government intends to award solely to NCRF of Walnut, California, and this solicitation posting constitutes the only RFQ issued for this requirement, incorporating all applicable FAR, DFARS, and NMCARS clauses and provisions. All interested parties may submit responses via email to the Contracting Officer, Mrs. Shawn Thomas-Hopkins, at shawn.l.thomas-hopkins.civ@us.navy.mil. The solicitation was posted on January 30, 2026, with a deadline of February 1, 2026, and the government will not reimburse offerors for submission costs.

This procurement uses no set-aside designation and targets the National College Resources Foundation as the sole source contractor. The NAICS code 611430 (Professional and Management Development Training) applies, with a small business size standard of $15 million, though specific award values or budget ranges are not disclosed in this announcement. The contract will facilitate NRC's participation across nineteen scheduled events and expos designed to support the Navy's new contract recruitment goals during the FY-26/27 period. The place of performance is the Naval Supply Systems Command's Philadelphia Office location at 700 Robbins Avenue, Building 2B, Philadelphia, Pennsylvania, though participation services may extend to multiple event locations across the country. Contractors are responsible for familiarizing themselves with all applicable regulations and clauses accessible through the FAR website and Defense Acquisition Regulations Supplement (DARS) repository.
