About this opportunity

The General Services Administration intends to solicit a lease for a Department of Veterans Affairs Community Outpatient Clinic (CBOC) in Philadelphia, Pennsylvania, with expressions of interest due by July 9, 2026. GSA is procuring on behalf of VA.

The space must measure between 18,876 and 29,000 assignable square feet (reflecting multiple delineated geographic zones within Philadelphia), occupy no more than one contiguous floor, and include up to 100 surface parking spaces. The lease term runs 15 years with a 10-year firm commitment. GSA will not consider bifurcated sites, space with atriums or other interruptions to contiguity, extremely long or narrow configurations (more than twice as long as wide), or irregularly shaped space with unusual building features that adversely affect usage.

The offered building must satisfy mandatory proximity and safety requirements: located within 5 miles driving distance of a hospital or standalone emergency room center (excluding children's hospitals), within 5 miles of a fire department, at least 2,640 feet from any establishment where firearms are discharged outside, and at least 700 feet from active railroad tracks. The space must not be co-located with apartment space or other living quarters.

No set-aside applies. NAICS 531120 (Lessors of Nonresidential Buildings) and PSC X1AA (Lease/Rental of Office Buildings) govern this procurement.
