About this opportunity

The General Services Administration Public Buildings Service seeks to lease between 6,552 and 6,897 rentable square feet of office space in downtown Cheyenne, Wyoming, with proposals due July 6, 2026. This is a civilian real estate procurement with no set-aside restriction.

Place of performance is Cheyenne, Wyoming, within a defined area bounded by Carey Avenue (north), Capitol Avenue (south), W 22nd Street (east), and W 20th Street (west). The space must be modern, contiguous, and self-contained. The lessee is the Federal Public Defender for the District of Wyoming, which requires strict physical separation from U.S. Attorney, U.S. Marshals Service, U.S. Probation Office, Pretrial Services Office, Bureau of Prisons, and other law enforcement agencies. The building cannot be co-located with law enforcement or serve as a fire exit point for other tenants, and must operate 7:00 AM to 5:00 PM Monday through Friday.

The lease carries a 10-year firm term with a 15-year full term option and one 5-year renewal option, with 90-day government termination rights. Parking must include two reserved spaces and a minimum of 13 unreserved spaces (up to 18), with additional public parking within one-quarter mile walkable distance. The building must achieve ENERGY STAR certification within 12 months prior to final proposal revision or qualify for specific statutory exceptions.

Proposals must be submitted electronically through the Requirement Specific Acquisition Platform (RSAP) and must include fully serviced lease rates per square foot itemizing shell rental, tenant improvement at $53.06 per ABOA SF, Building Specific Amortized Capital costs, operating costs, and parking costs. Award will be made to the lowest-priced, technically acceptable offer using present value price evaluation with annual operating cost adjustments discounted at five percent. Broker commission credit applies via Cushman & Wakefield as GSA's authorized broker, deducted from rent.

Security requirements include Facility Security Level II with USMS Entry Control Package at main entry (ballistic-resistant UL Standard 752 Level III protection), duress alarm systems (4–8 total), intrusion detection system with 24-hour monitoring, door access controls, and 24-hour HVAC in the secure computer network room. Offerors must submit proof of ownership, zoning compliance, fire protection and life safety documentation, scaled floor plans, CAD drawings, and a broker commission agreement. The Lease Contracting Officer is Yen Banh (yen.banh@gsa.gov), with Katherine Roxborough as alternate contact. NAICS code is 531120; PSC code is X1AA.
