About this file
This is a memorandum from the Federal Public Defender (FPD) for the District of Wyoming to the General Services Administration outlining special requirements for office space relocation in Cheyenne, Wyoming.
The FPD requires a contiguous, self-contained office space totaling 6,897 usable square feet (5,225 SF subtotal plus 1,672 SF circulation) located within the delineated area bounded by Carey Avenue to Capitol Avenue and 22nd Street to 20th Street, positioned to minimize walking distance to the Joseph C. O'Mahoney federal courthouse at 2120 Capitol Avenue. The office must maintain strict separation from the U.S. Attorney, U.S. Marshals Service, U.S. Probation Office, Pretrial Services Office, Bureau of Prisons, and other law enforcement agencies. Space configuration includes 18 private offices (ranging from 70 to 300 SF), common areas for reception, records storage, break room, copier station, supplies, and seven enclosed common spaces including conference and training rooms totaling 400 SF each. The lessor must provide at least 20 structured parking spaces or surface parking in an adjacent lot. Security requirements include a USMS Entry Control Package at the main entry with ballistic-resistant UL Standard 752 Level III protection, duress alarm systems (4-8 total), intrusion detection system with 24-hour monitoring, and door access controls including MEDECO locks and keypads. Additional requirements encompass comprehensive electrical infrastructure with 4-6 duplex outlets per office, extensive data/telephone connectivity, HVAC with 24-hour climate control in the secure computer network room (65-71°F, 60% humidity maximum), acoustical treatments with STC ratings of 45-50, shatter-resistant window protection (0.18mm minimum or "3B" glazing performance certification), and specialized design features including a medium-volume copier area, freight elevator isolation, and equipment/storage areas with seismic bracing.

MEMORANDUM
DATE: June 4, 2026
TO: General Services Administration
FROM: Tracy Hucke, Federal Public Defender
RE: Special Requirements for Cheyenne, Wyoming FPD Office
The Federal Public Defender essentially functions as an independent law office. It must be readily accessible to clients during normal business hours. The office requires public access to its reception area; access to office staff must be provided during both day and evening hours.
The Federal Public Defender Office must be distanced from the Office of the U.S. Attorney, U.S. Marshals Service (USMS), U.S. Probation Office, Pretrial Services Office, Bureau of Prisons and any other law enforcement agency. This separation is imperative due to the defense role of the Federal Defender.
DELINEATED AREA
This office responds to every new criminal case that comes through Joseph C. O’Mahoney federal courthouse, located at 2120 Capitol Avenue. Our attorneys must respond within minutes to these hearings, walking required.
The location of the office should be within the delineated area of Carey Avenue to Capitol Avenue and 22nd Street to 20th Street in Cheyenne, Wyoming. See map at the end of this document.
It is mission critical to relocate to space that meets our special requirements of occupancy, and sits the shortest possible distance from the courthouse.
SPACE REQUIREMENTS
Office space must be contiguous and self-contained without being split by a public corridor.
The public may not access the space without authorized entry at the reception area door.
Space shall not be a fire exit point accessible to other tenants in drills or emergencies.
PARKING SPACES
The lessor will provide at least twenty (20) structured parking spaces. If structured parking is not available, there must be surface parking available in an adjacent parking lot.
OFFICE SPACE
This list is being provided for informational purposes. The Federal Public Defender reserves the right to alter the layout and room sizes after award independent of the proposed configuration.

Reception Area/Main Entry. As detailed below, the reception area/main entry shall have a USMS Entry Control Package (ECP) consisting of these components: a CCV camera, entry intercom, electric strike. Connected to these at the reception desk will be a monitor, intercom, and a door release device. The equipment will be furnished and installed by the USMS National Physical Security Contractor (NPSC).
The screening counter in the reception area should be a built-in, stand-up counter with a transaction window with counter to ceiling ballistic-resistant protection. The public counter in the FPO office shall have a ballistic-resistant (UL Standard 752, Level III) transaction window. The counter wall shall have ballistic-resistant (UL Standard 752, Level
