About this file
Summary
This is an Amendment 0001 to Solicitation 19AQMM26Q0469, issued by the Department of State's Bureau of Global Acquisitions for CONOCER Certification Services in Mexico City. The amendment extends the quotation submission deadline to November 6, 2026 at 5:00 PM CST, corrects the NAICS code from 541519 to 541990, updates the Statement of Work (Attachment 1), and incorporates revised pricing spreadsheets (Attachments 2 and 2.1). The solicitation seeks delivery of evaluation services and CONOCER certification in the EC1599 Competency Standard for criminal analysis professionals within Mexican government security and justice institutions. The contract is an Indefinite Delivery Indefinite Quantity (IDIQ) purchase order under FAR Part 12 with four line items covering evaluation services per participant, certification per participant certified, travel costs per evaluator per session, and Value Added Tax reimbursement. The minimum guaranteed value is $5,000, with a total IDIQ ceiling of $5,000,000 over a five-year ordering period (December 1, 2026 through November 30, 2031). This is an unrestricted, multiple-award solicitation with no small business set-aside.
The Government intends to award two IDIQ contracts to eligible businesses. Quotations must include three volumes: Business (administrative information and representations/certifications), Technical (key personnel resumes, technical approach, relevant corporate experience, and past performance), and Pricing (completed Excel price matrix). Key personnel must be CONOCER-certified evaluators with minimum two years' experience in criminal analysis roles within Mexican government institutions, demonstrable competency evaluation experience using CONOCER methodology, and Spanish language proficiency (4/4 level). The evaluation prioritizes technical qualifications (key personnel, technical approach, and relevant corporate experience) over price. Electronic quotations must be submitted to ModrakER@state.gov and BringAG@state.gov as PDF files except for pricing in Excel format. Questions must be submitted by October 10, 2026 at 12:00 PM CST. Quotations are valid for 90 calendar days from the receipt date.

652.239-800 - Cybersecurity Supply Chain Risk Management Requirements (AUG 2026)
(a) Definitions. As used in this clause:
Covered article - The term "covered article" includes-
(1) "Information and Communications Technology" which is an industry term for information technology that is involved in integrating telecommunications (e.g., telephone lines and wireless signals) and computers to enable users to access, store, manipulate, transmit, and receive digital information. This includes software, Document Number: 19AQMM26Q0469 PROCESSED Page 11 of 63 software as a service, digital and data services, and hardware components that support information creation, storage, transfer, and management, like computers and smartphones.
(2) “Operational Technology” (OT) is defined as programmable systems or devices that interact with the physical environment (or manage devices that interact with the physical environment). These systems/devices detect or cause a direct change through the monitoring and/or control of devices, processes, and events.
Examples of OT include industrial control systems, building management systems, fire control systems, physical access control mechanisms, and internet of things devices.
(3) “Critical software” refers to any software, firmware, or cloud-based application—including its direct dependencies—that performs functions vital to the organization’s security posture and operational integrity. This includes any tool that manages elevated privileges, possesses direct access to networking and computing resources, or controls access to data and operational technology. Furthermore, any software that performs essential trust functions or operates across security boundaries is classified as critical, as its compromise would grant an attacker significant control or visibility into the broader environment.
(4) "Telecommunications Equipment", which means equipment, other than customer premises equipment, used by a carrier to provide telecommunications services, and includes software integral to such equipment (including upgrades).
(5) "Telecommunications Service", which means the offering of telecommunications for a fee directly to the public, or to such classes of users as to be effectively available directly to the public, regardless of the facilities used.
(6) Cybersecurity Supply Chain Risk: The term cybersecurity supply chain risk means the risk that a person may sabotage, maliciously introduce unwanted function, extract data, or otherwise manipulate the design, integrity, manufacturing, production, distribution, installation, operation, maintenance, disposition, or retirement of covered articles to surveil, deny, disrupt, or otherwise manipulate the function, use, or operation of the covered articles or information stored or transmitted on the covered articles.
