All contract work must comply with OSHA Safety Standards (29 CFR Part 1926), applicable local building codes, National Roofing Contractors Association standards, and Unified Facilities Criteria. The roof must be completely leak-free upon completion, verified by water testing under government observation or confirmed after first significant rainfall. The contractor must provide a minimum 10-year workmanship warranty on labor and manufacturer warranties for materials.

The Government intends to issue a firm-fixed-price purchase order and will make award on a best value basis. The Independent Government Cost Estimate and budget range will not be disclosed.
