About this file
This is a Questions and Answers document for federal contract solicitation 70Z03326Q2019000004, updated June 9, 2026. The document addresses prospective contractor inquiries regarding a roof repair and inspection project.
The project involves inspection and repair of approximately 16,000 square feet of metal roofing system. The Government has identified at least three known interior water leaks with unknown source locations; no maintenance records or inspection reports are currently available. Site visit dates and access arrangements are listed in the solicitation description on SAM.gov. Contractor personnel must complete security vetting, present valid REAL ID-compliant government-issued photo identification at the main gate to obtain an access pass, and comply with all installation security regulations. For specific scope requirements regarding whether contractors should address only known deficiencies or additional deficiencies discovered during inspection, contractors must refer to the provided Scope of Work document. Contract award will be made on a best value basis rather than lowest-priced technically acceptable (LPTA). Upon completion, warranty and reporting requirements are detailed in Sections 4.5 and 5.0 of the Scope of Work, including formal inspection reports and written findings documentation for contract closeout. Water intrusion sites will be identified during site visits. The Government will not disclose the Independent Government Cost Estimate (IGCE) or budget range to ensure fair and competitive bidding.
