About this opportunity
The U.S. Coast Guard seeks full system inspection and rebalancing services for the heating system at USCG Air Station Port Angeles, with proposals due June 25, 2026 at 3 p.m. PDT. The procurement is set-aside 100% for small business, with a NAICS code of 238220 (Plumbing, Heating, and Air-Conditioning Contractors). The Government intends to issue a firm-fixed-price purchase order.
Place of performance is Port Angeles, Washington (1 Ediz Hook Road, USCG Air Station Port Angeles, WA 98362). The Pease Building heating system is hybrid—hydronic radiators supplemented by forced-air ventilation serving approximately 23 zones across two air handling units and nine to fourteen VAV boxes. The contractor must provide NEBB or AABC certification for the firm and lead technician, current calibration certificates for all test instruments, and maintain compliance with OSHA safety standards and Department of Homeland Security facility access regulations. All contractor personnel require security vetting and REAL ID-compliant government-issued photo identification. Work must be completed within 10 working days during normal duty hours (0700–1600 Monday through Friday, excluding federal holidays). Final payment is contingent on balanced system readings within 10 percent of design specifications, a comprehensive TAB Report with before/after performance data, and a minimum one-year workmanship warranty. The deadline for questions was extended to June 23, 2026 at 3 p.m. PDT per Amendment 03 (issued June 10, 2026). Site visits are highly encouraged and available May 26 through June 9, 2026, Monday through Friday, 8 a.m. to 1 p.m. Pacific Time.
