This solicitation seeks proposals to award multiple indefinite delivery/indefinite quantity contracts to provide support services for the U.S. Army Training Support Center's Training Support Systems Enterprise requirement. The Army Contracting Command-Orlando intends to award up to ten firm-fixed price contracts with a five year ordering period to provide live, virtual, constructive, and gaming integrated training support and program implementation and operations services. NOTICE TO CONTRACTORS:

It has come to our attention that proposals may not have been delivered to the Government for the TSS-E requirement, due to server issues. If your organization did not receive an email receipt from either Donna Wessel or Michael Son, your proposal was not received. Accordingly, please provide proof of a screenshot showing that the email was sent prior to the deadline of November 16, 2022, at 3:00 pm and a delivery email confirmation. The proof must be provided to donna.j.wessel.civ@army.mil NLT Friday, December 2, 2022, at 4:00 pm. Once receipt is verified, a request will be provided from DoD Safe for the full submission of the proposal.

The purpose of Amendment 0004 is to:

  1. Extend the due date for proposals to 16 November 2022 at 3:00 pm EST;
  2. Update Question 124 to remove resumes from the page limit (Attachment 1.1 – MAIDIQ – Questions and Answers Rev 3);
  3. Update Question 239 allowing for multiple emails for submission (Attachment 1.1 – MAIDIQ – Questions and Answers Rev 3);
  4. Add Questions 266 – 273 to (Attachment 1.1 – MAIDIQ – Questions and Answers Rev 3) and;
  5. Revise the answer to Question 45 for the Small Business Lot regarding key personnel (Attachment 5.5 RTOP W900KK-23-R-TS02 Small Business Lot Questions and Answers Rev 2) and;
  6. Revise markings requirement.

The intention is to procure these services on a competitive basis.

The Government intends to issue 10 Firm-Fixed-Priced (FFP) with Cost provisions, Multiple Award Indefinite Delivery/Indefinite Quantity (MA-IDIQ) contracts with a five year ordering period for the TSS-E requirement.

TSS-E’s primary mission is to provide realistic Live, Virtual, Constructive, and Gaming (LVC&G) integrated training and program support for implementation and operations to Headquarters, Department of the Army (DA), the U.S. Army installations, the U.S. Army Commands (ACOMs),  the U.S. Army Installation Management Command (IMCOM) and IMCOM Regions, the U.S. Army National Training Center (NTC), ATSC, the U.S. Army Environmental Command (AEC), the U.S. Army National Simulation Center (NSC), the U.S. Army Training and Doctrine Command (TRADOC) and Combined Arms Command (CAC), U.S. Army Reserve Command (USARC), and the U.S. Army National Guard (ARNG) Direct Reporting Units (DRU’s).   Services will be performed at Government facilities and/or contractor facilities throughout the Continental United States (CONUS) and its territories and Outside the Continental United States (OCONUS).

This procurement is under the North American Industry Classification System (NAICS) 541990 - “all other” professional, scientific, and technical services, with an associated size standard of $16.5M average annual revenue.

a) Provide additional answers to the questions provided by the vendors.
