About this opportunity
The U.S. Army Contracting Command-Orlando intends to award multiple firm-fixed-price contracts with cost provisions to provide support services for the U.S. Army Training Support Center Training Support Systems Enterprise requirement. Services will include sustainable range programs, combat training center support, soldier training support, and training development capabilities to be performed at over 35 Army installations across CONUS and OCONUS in support of various Army commands. A pre-solicitation conference was held on May 12, 2021 and one-on-one meetings were available on May 13-14 for interested parties to learn more. The final solicitation is expected to be released in January 2022 with proposals due in February 2022 and award by December 2022.
The NAICS code is 541990 for all other professional, scientific, and technical services with no set-aside used and a size standard of $16.5 million. The ceiling value is $610 million over a five year period including a one year base period and four one year options. Services will support requirements for HQDA, Army commands, installations, TRADOC and other units. The contracts aim to provide integrated training and program support services throughout CONUS and OCONUS locations to various Army organizations.

The Army Contracting Command-Orlando in Orlando, Florida is issuing this notice as a means of identify parties having an interest in and the resources to support the requirement for support services for the U.S. Army Training Support Center (ATSC), Training Support Systems Enterprise (TSS-E) requirement. The intention is to procure these services on a competitive basis.
The Government intends to issue a Firm-Fixed-Priced (FFP) with Cost provisions Multiple Award Indefinite Delivery/Indefinite Quantity (MA-IDIQ) contract with a one year ordering period and four, one year options for the TSS-E requirement.
TSS-E’s primary mission is to provide realistic Live, Virtual, Constructive, and Gaming (LVC&G) integrated training and program support for implementation and operations to Headquarters, Department of the Army (DA), the U.S. Army installations, the U.S. Army Commands (ACOMs), the U.S. Army Installation Management Command (IMCOM) and IMCOM Regions, the U.S. Army National Training Center (NTC), ATSC, the U.S. Army Environmental Command (AEC), the U.S. Army National Simulation Center (NSC), the U.S. Army Training and Doctrine Command (TRADOC) and Combined Arms Command (CAC), U.S. Army Reserve Command (USARC), and the U.S. Army National Guard (ARNG) Direct Reporting Units (DRU’s). Services will be performed at Government facilities and/or contractor facilities throughout the Continental United States (CONUS) and its territories and Outside the Continental United States (OCONUS).
This procurement is under the North American Industry Classification System (NAICS) 541990 - “all other” professional, scientific, and technical services, with an associated size standard of $16.5M average annual revenue.

The intention is to procure these services on a competitive basis.
Army Contracting Command-Orlando and U.S. Army Training Support Center (ATSC) will host a Pre-Solicitation Conference, on May 12, 2021 on MS Teams. The Pre-Solicitation Conference will start at 11:00AM EST. This scheduled Pre-Solicitation conference will enable potential Offerors to further understand the history behind the requirement. Attendance at the conference is not a requirement and in no way will it have any effect on any company from submitting a response to this Sources Sought notice and/or a proposal in response to any forthcoming solicitation.
To register for this conference, send an email to Donna Wessel, at donna.j.wessel.civ@mail.mil by noon EST on May 7, 2021. The email must provide the business name, address, attendee name(s) and title, a point of contact phone number and email address. The subject line of the email should read “TSS-E Pre-Solicitation Conference”. Specifics, including directions, agenda, question forms, and ground rules will be provided by email upon approved registration. Due to space limitations, no more than two (2) representatives from each potential Offeror will be permitted to attend the conference. All attendees must provide proof of U.S. Citizenship.
The Government will be offering one-on-one meetings shortly after the conference on a first come, first serve basis. Please include in your registration email if you are interested in registering for a one-on-one meeting. The one-on-one meetings will be offered at 1300, 1330, 1400, 1430,1500,1530,1600, and 1630 on May 13, 2021, and 0800, 0830, 0900, 0930, 1000, 1030, 1100, 1300, 1330,1400,1430,1500, and 1530 on May 14, 2021.
