II. Introduction/Background.
A. USASMDC RTS.
USASMDC RTS is an activity of the Department of Defense (DoD) Major Range and Test Facility Base Program; the purpose of RTS is to execute and report on theater and strategic offensive and defensive ballistic missile testing and support space operations and experiments from the Kwajalein Atoll, in the Republic of the Marshall Islands (RMI), and from the RTS Operations Center in Huntsville, Alabama, using a wide array of highly sophisticated radar, telemetry, and optical sensors to meet the needs of the DoD in defending the Nation and its interests. Currently, RTS operations on Kwajalein are supported by the U.S. Army Garrison – Kwajalein Atoll (USAG-KA), which provides base operations support to RTS and all other tenant organizations. [Note that USASMDC RTS is a tenant organization with U.S. Army Kwajalein Atoll having Senior Responsible Officer responsibilities on behalf of the Commanding General, U.S. Army Pacific, who is the Senior Commander.]
B. Location/Demographics.
Kwajalein Atoll is approximately 2,100 nautical miles west-southwest of Hawaii. It is a crescent loop of coral islands enclosing the world's largest lagoon (1,100 square miles).
The atoll is 75 miles from Kwajalein Island (on the south reef) to Ebadon (northwest corner), 50 miles from Kwajalein Island to the northernmost island of Roi-Namur, and 15 miles west/east (at the widest point). (See https://www.rmiembassyus.org/country-profile.)
The USG leases 11 islands from the RMI government while RTS instrumentation exists on 6 of those islands: 1) Kwajalein; 2) Roi-Namur; 3) Legan; 4) Illiginni; 5) Gagan; and
6) Meck. The other islands are available for use as needed by RTS and/or its customers. Roi-Namur is accessible with 20 passenger twin engine airplanes, while the other islands are accessible via helicopters and watercraft).
https://www.rmiembassyus.org/country-profile https://www.rmiembassyus.org/country-profile
Kwajalein Island is home to approximately 1,200 people. The population is a mix of active-duty military personnel, DoD civilian personnel, contractor employees, and their family members.
Roi-Namur Island is 50 miles north of Kwajalein Island and is home to approximately 140 people; the makeup of the population is unaccompanied contractor employees.
Meck Island is 20 miles east of Kwajalein Island; this island has no permanent residents and is used primarily as a launch site.
Additionally, RTS customers occasionally utilize Wake Island (approximately 700 nautical miles north of Kwajalein) as a missile and/or target launch site (RTS has some instrumentation on Wake Island and transports additional equipment to/from that island as needed). RTS also leases Aur Atoll, a very small RMI atoll approximately 200 nautical miles from Kwajalein Atoll accessible via watercraft and is only used for target launches.
Approximately 200 local Marshallese workers commute to Kwajalein and Roi-Namur from nearby islands.
III. USG Contract Requirements.
The USG is still conducting market research and has made no decision regarding an acquisition approach or strategy for the anticipated contract requirements summarized in Section III.A through Section III.C below (see also the draft performance work statement [PWS] accompanying this special notice). The USG appreciates feedback from industry.
As detailed in the accompanying PWS, summarized below are the anticipated required contractor support services (note that the paragraphs and accompanying lists discussed below are representational and not all-encompassing or exhaustive).
As detailed in Section IV below, the USG is seeking industry feedback and suggestions regarding the USASMDC RTS follow-on range requirements (as summarized below in Section III below and in the accompanying draft PWS), as well as acquisition options (e.g. contract type, contract line-item number type and structure, use of existing contract vehicles, etc.).
A. Security Information.
The security requirements stated below are subject to the final acquisition approach/strategy selected for the requirements summarized in Section III.
Contractor personnel may be required to access, view, possess, and/or use classified information, information systems, and workspaces to successfully complete the requirement. Facility space for accessing this classified information is provided to the contractor as government furnished. The contractor provides a Facilities Security Officer (FSO) to implement the security program (to include personnel security programs and documents controls in accordance with the U.S. Government security requirements).
The following security requirements will determine which contractors are considered a responsible source.
1. Facility Security Clearance (FCL); safeguarding. A respondent must demonstrate that it has a Secret FCL. There is no level of safeguarding for classified information/material required at contractor facility.
2. Personnel clearances. Note that a Secret clearance is required at a minimum for most personnel. Support includes the ability to receive and maintain a Secret clearance for most contractor employees.
3. Networks. Support includes obtaining accounts on the following networks:
a. Defense Research and Engineering Network (DREN) and Non-classified Internet Protocol Router Network (NIPRNet).
b. Secret Internet Protocol Router Network (SIPRNet).
4. Information. Support requires a contractor to certify that it can comply with the security requirements of certain technical directions involving access to the classified levels of the following types of equipment and information.
a. Communications Security (COMSEC) equipment.
b. Non-SCI.
c. Controlled Unclassified Information (CUI).
5. FSO. Support requires contractor to provide the name, phone number, and email address of its FSO.
B. Mission Support.
The mission support requirements stated below are subject to the final acquisition approach/strategy selected for the requirements summarized in Section III.
The RTS mission involves the operation and maintenance of various types of instrumentation. Required RTS mission contractor support services are summarized below (note that the paragraphs and accompanying lists below are representational and not all-encompassing or exhaustive of the required contract support services).
(1) Radars. RTS has a unique set of high powered, long range, tracking and imaging radars that utilize the VHF, UHF, L, S, C, X, and Millimeter wave radio frequencies (RF) to allow the collection of a wide variety of RF signatures on missiles, targets, and space objects. ALTAIR (VHF/UHF) and TRADEX (L/S) are large diameter detection and tracking radars, while ALCOR (C) and Millimeter Wave (35GHz) are imaging radars.
The Ground Based Radar-K is an X-band radar, currently non-operational, and is in a caretaker status awaiting upgrades bringing it to full operational status.
(2) Optics. Involves high-resolution digital optical sensors within a network of cinetheodolite-type trackers and fixed cameras sites located on multiple islands within the Kwajalein Atoll, which provide metric, signature, and photo documentary data for missile and satellite testing. These systems capture time tagged visible and infrared data.
(3) Telemetry. Refers to the on-board data transmitted from instrumented test vehicles to ground and ship-based auto-tracking systems where data is extracted for analysis.
This instrumentation suite combined with radar and optical sensors is crucial for providing test “truth” data to support U.S. weapon systems and space programs.
(4) Control Centers. Range testing is executed via a set of diversified sensors within the Kwajalein Atoll controlled by two command and control centers; the primary command and control center is the Huntsville Mission Control Center, located in Huntsville, Alabama, while the secondary/backup command and control center is the Kwajalein Mission Control Center located on Kwajalein.
(5) Missile Impact Scoring. The Kwajalein Missile Impact Scoring System is a deep-ocean hydrophone array capable of detecting and locating surface impacts of test articles in all weather conditions; this array is in the Broad Ocean Area east of Gagan Island within the Kwajalein Atoll.
(6) Data Networks and Information Technology Infrastructure. The secure data and communication systems provide data, voice, timing, and control circuits for conducting testing programs undertaken at RTS. Systems include the intra-atoll Submarine Fiber Optic Transmission System, long-haul fiber, and satellite-based transmission media, networks, switches, and terminals.
(7) Other requirements. RTS is also responsible for a variety of technical support services that include (but are not limited to) the requirements stated below.
(a) Operation and maintenance of communications systems that provide data, voice, timing, and control circuits for conducting test programs at RTS, along with routine administrative communication needs.
(b) Electro-magnetic frequency control, surveillance, and analysis.
(c) Timing reference, synchronization, and control.
(d) Photographic and video services.
(e) Ordnance receipt, inventory, handling, and storage.
(f) Communications security (commonly referred to as “COMSEC”) equipment receipt, inventory, and control.
(g) Calibration, repair, and maintenance of Test, Measurement, and Diagnostic Equipment (commonly referred to as “TMDE”).
(h) Mission planning and preparation (to include evaluation of mission requirements, development of mission support plans and operational planning documents, preparation of operations schedules, and the adaptation of procedures as required to successfully support mission requirements).
(i) Design, implementation, testing, and documentation of hardware and software modifications to the instrumentation and technical support systems to maintain the state-of-the-art capability required by the complex research, development, test and evaluation missions supported by RTS. Note: All software development/modification is required to be in full compliance with Army Directive 2024-02.
C. Command, Control, Communication, Computers, and Information Management (C4IM).
The C4IM requirements stated below are subject to the final acquisition approach/strategy selected for the requirements summarized in Section III. The Network Enterprise Technology Command (NETCOM) provides baseline C4IM services to all tenants on the Kwajalein Atoll. Due to the nature of RTS activities being considered “above baseline” RTS provides many of these C4IM services which will be a part of this contract.
C4IM supports managing operations, maintenance, improvements, and modernization of the items listed below. Required C4IM contractor support services are summarized below (note that the paragraphs and accompanying lists below are representational and not all-encompassing or exhausting of the required contract support services).
• RTS Range Mission Data Networks.

• Voice communications systems and services to include but not limited to;
RF Communication systems used for Emergency Service Operations.
• Optical Transport Network traveling on the Inter-atoll Submarine Fiber Optic
Transmission System.
D. Additional Information.
(1) Corrosive Environment.
Kwajalein Atoll is one of the most highly corrosive environments on earth. Being a small land mass only 900 miles above the equator in the middle of the Pacific Ocean, the continuous salt content of the wind ensures most metals - including stainless steel -start rusting in a matter of weeks. This environment results in significant cost consideration as corrosion control, equipment refresh rate, and overall maintenance costs are significant.
(2) Travel.
Kwajalein is a remote location with limited travel options. Currently, there are only two arrival and departure options: Air Mobility Command for non-contractor personnel and United Airlines; both options require travel through Hawaii or Guam. The average air travel time from the Continental United States (CONUS) is two (2) days. The remote location increases the transportation costs and lengthens the schedule of goods delivery. All travel requires preplanning / coordination with an on-island organization and USAG-KA pre-approval.
(3) Transition Period and Anticipated Contract Period of Performance.
Contract transition period begins ~90 days prior to 01 October 2028 to allow for a proper phase out of the incumbent contractor and phase in of the new contractor.
The anticipated contract period of performance is a four-year base period, plus three, two-year optional periods (total 10 years).
IV. Industry Days.
The USG intends to host two separate industry day events in 2026 subject to available funding and industry feedback. Both industry days will be in person only (no virtual industry days).
Industry Day – Part One will be held in Huntsville, Alabama, to cover the CONUS RTS facilities and activities. Estimated time frame is 4th Quarter Fiscal Year 2026.
Industry Day – Part Two will be approximately one week later on the Kwajalein Atoll, RMI, to cover RTS sensors, equipment, and C4IM, as well as living and working conditions on a remote U.S. Army installation. Note that only U.S. companies (or companies authorized to do business with the Department of Defense via a Defense Counterintelligence and Security Agency Foreign Ownership, Control or Influence Risk Mitigation Approval Transmittal Letter) may attend the industry days.
More information along with exact dates will be provided at later date.
