About this opportunity

This Special Notice concerns a Request for Information (RFI) issued by the U.S. Army Space and Missile Defense Command (USASMDC) through the Department of the Army Materiel Command Contracting Command at Redstone Arsenal. The RFI pertains to support services for the Ronald Reagan Ballistic Missile Defense Test Site (RTS) and U.S. Army Garrison at Kwajalein Atoll in the Republic of the Marshall Islands. The government is conducting market research and seeking industry feedback to inform acquisition planning for range operations, limited base operations support functions, and command, control, communications, computers, and information management (C4IM) services. An Industry Day was held on September 25, 2025, in Huntsville, Alabama, to engage potential contractors and discuss the acquisition strategy. This notice is explicitly stated to be information and planning purposes only and does not constitute a commitment to award a contract.

The RFI seeks industry input on comprehensive support services required to sustain range and mission operations at Kwajalein, which conducts ballistic missile testing and supports space operations through sophisticated radar, telemetry, and optical sensors. The anticipated contract will have a four-year base period plus three two-year optional periods, totaling ten years, with contract performance expected to begin approximately October 1, 2028. Eligibility is restricted to U.S. companies or those authorized to conduct business with the Department of Defense, and contractors must be capable of obtaining and maintaining a Secret facility clearance with personnel holding at least a Secret clearance. A follow-on, more focused RFI addressing range operations and limited supporting functions is anticipated to be posted on SAM.gov within 90 calendar days of November 19, 2025 (no later than February 17, 2026), while separate Kwajalein base operations support requirements will be pursued under a distinct acquisition. Potential offerors are required to monitor SAM.gov for forthcoming solicitations and additional information.

*** Industry Feedback & Scope Update ***

The Government thanks industry for the thoughtful feedback provided in response to the RFI and during the Industry Day exchange.  Please note due to recent changes in the organizational structure and command relationships on Kwajalein, Base Operations Support (BOS) is no longer within the scope of this future U.S. Army Space and Missile Defense Command (USASMDC) requirement.  Future Kwajalein BOS requirements are not expected to be pursued under the follow-on USASMDC Kwajalein range requirements acquisition.

However, certain limited base-operations-type support functions that are necessary to enable range operations are still anticipated. These requirements will be identified in a follow-on RFI with a more focused scope (excluding broader BOS requirements).

The follow-on USASMDC range-focused RFI is anticipated to be posted within 90 calendar days of the RFI’s inactive date of November 19, 2025 (no later than February 17, 2026) on SAM.gov.  It is anticipated that future Kwajalein BOS requirements will be pursued under a separate, standalone acquisition.  Interested parties should monitor SAM.gov for separate notices regarding future USASMDC Kwajalein range requirements and future Kwajalein BOS requirements, respectively. In support of the refined USASMDC range requirements acquisition, the SAM.gov special notice that led to the September 2025 Kwajalein Industry Day and RFI may be amended or cancelled and replaced with a new notice.
