About this file
This document is a presentation for the U.S. Army Space and Missile Defense Command (USASMDC) Industry Day for the Reagan Test Site (RTS) at Kwajalein Atoll in the Republic of the Marshall Islands. The presentation outlines the upcoming acquisition strategy for support contracts, with an anticipated contract period from October 2028 to September 2038. Key mission requirements include range and mission operations, base operations support, space operations, safety operations, communications, and various garrison support services.
The presentation highlights the complex operational environment of Kwajalein, including challenges such as a corrosive maritime environment, remote logistics, aging infrastructure, and limited maintenance capacity. The government is seeking industry feedback on potential contract approaches, including combining or separating base operations and range requirements, staggering contract timelines, and methods to control costs and performance. The anticipated procurement will use full and open competition, with a potential NAICS code of 541715. Current major stakeholders include U.S. Space Command, Missile Defense Agency, U.S. Army Pacific Command, and multiple other military and non-DoD organizations. The anticipated draft RFP is expected in the 3rd quarter of FY26, with a final RFP in the 1st quarter of FY27 and contract award projected for the 3rd quarter of FY28.
