About this opportunity
The Department of the Interior's Interior Business Center is soliciting quotes for the build and installation of fire-related equipment and apparatus onto two existing 2024 Chevrolet K5500 4x4 chassis vehicles to create Type 6 Wildland Light Engines for the Air Force Civil Engineer Center Wildland Fire Branch at Kirtland Air Force Base, with proposals due June 22, 2026. This is a small business set-aside with a single firm fixed-price award anticipated.
Place of performance is Kirtland Air Force Base. The contractor receives vehicles provided by the Air Force Wildland Fire Branch and installs pumps, generators, hoses, hose fittings and reels, storage compartments, control panels, suppression equipment, compressors, valves, gauges, and other fire-fighting apparatus. The work converts existing chassis into operational wildland fire suppression vehicles for prescribed and wildland fire support operations. Delivery is required 180–270 days from order receipt on FOB Origin basis.
The apparatus must comply with Federal Motor Vehicle Safety Standards (FMVSS), National Fire Protection Association (NFPA) 1900 (current edition) for Wildland Fire Apparatus, and meet extensive specifications including a 24.8 HP Kubota diesel engine, 1-1/2 AGE pump with foam proportioning system, minimum 315-gallon water tank capacity with integrated foam cell, electric hose reel, multiplex wiring and controls, emergency lighting, siren, and comprehensive warranty coverage (18-month body and component warranty; 10-year paint and corrosion warranty; lifetime tank warranty with 48-hour response; five-year valve warranty; three-year engine-driven pump warranty). Final inspection includes tilt table testing, noise exposure testing, weather-tight testing, pump flow testing, and 8-inch step testing per NFPA 1900.
The NAICS code is 336211, Motor Vehicle Body Manufacturing, with a 1,000-employee size standard. Evaluation uses a best-value trade-off approach, weighting technical approach, capability plan, and management plan collectively as significantly more important than price. Quotations require three volumes: technical (maximum 10 pages), price (firm fixed-price in Microsoft Excel), and past performance (up to three questionnaires). Amendment 1 extended the proposal deadline from April 28 to June 22, 2026. Amendment 2, effective June 3, posted questions and answers addressing technical specifications, alternative materials (such as Tomar lighting contingent on vendor justification versus preferred Whelen standard), compartment configurations, hose storage, and tank capacity clarifications.
