About this file

This is a Questions and Answers (Q&A) document for federal contract solicitation B26 SQA, addressing clarifications and exceptions to specifications for a specialized apparatus body and equipment package.

The document contains 20 questions and answers addressing technical specifications and design alternatives for what appears to be a fire apparatus or emergency vehicle built on Chevy K5500 and Ford F550 chassis platforms. Key clarifications include: cab-to-axle length specifications of 60 inches for both chassis; acceptance of alternative lighting packages (Tomar) contingent on vendor justification, as Whelen is the preferred standard due to superior warranty; documentation requirements permitting separate body drawings and pump panel layouts (non-CAD); and specifications for compartment depths, shelving adjustments, door latches, and hose storage configurations. Notable exceptions approved include an underbelly suction hose compartment accessed via rear slam-shut door; single hose reel placement on rear passenger corner with hose routing provisions; and integrated tailboard design with flip-down step. The document establishes that bypass cooling lines are mandatory (recirculation valves are not acceptable) for pump safety and longevity. Additional clarifications specify Cleveland-style spring door closures for select compartments with gas prop alternatives where operationally necessary, master drain control location in rear body panels, minimum water tank capacity of 313 gallons, integrated top storage compartment dimensions, and white OEM chassis color specification. The purchaser emphasizes quality as the primary objective while recognizing the importance of timely delivery, with all design exceptions requiring vendor explanation and supporting documentation for evaluation.

Question

Number Reference

(ex. section B, I, L, M, etc.) Question Answer

How important is price compared to speed of delivery?

These are both important. Quality of the final product is the main objective, however completing both would be beneficial and would be evaluated as such

2 Will you accept a Tomar lighting package as an alternative to Whelen? We feel it’s a superior package.

The Whelen package is superior as they have a longer and better warranty. An exception can be provided but contractor/vendor will need to state/explain why it is a better product so we can review.

3 Section 1.8 Documentation

Can provide separate drawings of the body (driver, passenger, top, rear), drawings of the tank assembly, however body frame and mounting details would not be included.

The pump panel layout shall be provided (not CAD), and plumbing layout can be provided (not CAD or engineered drawings).

This is acceptable.

4 3.1 General Description What is the cab to axle length for the Chevy K5500 and Ford F550 (if applicable) The Chevy has 60in CA length. The Ford F500 will also be 60 inches.

Section 3.8 Rear Bumper

Construction

We utilize an integrated tailboard with an attached rear flip down step with our body design. Will this be acceptable?

An exception can be provided but contractor/vendor will need to state/explain why it is a better product so we can review.

Section 4.3 Apparatus Body

Construction

A flatbed configuration with bolted/welded compartments (aluminum) to ensure durability and serviceability will be utilized. This utilization eliminates proprietary parts and components. Will this be acceptable to the Purchaser?

Vendor can take exception to it and give drawings or photos for evaluation, aluminum rubbing usually creates black dust when rubbed so need a coating to prevent.

7 Section 4.4 Wheel Well Area

The flatbed configuration does not include a contour over the wheel wells and provides more clearance for the rear wheels which we feel is superior for the application of this apparatus.

See Section 4.3

8 Section 4.8 Door Latches Can utilize slam latches for most compartments (depending on body) however some coffin boxes and drop doors may need to utilize turning to secure.

That is fine as long as it has an avenue just need an exception added to see exactly what they are talking about.

Section 4.10 Adjustable

Shelving Track

Will the Purchaser accept 2.5” adjustment? This is due to the lip of each shelf to prevent any equipment from sliding off. There are no issues with this as long as it is adjustable to fit equipment.

Section 4.13 Storage

Compartments Is the Purchaser amendable to an 18” depth for cabinets? Bigger is better but this should suffice.

Section 4.13.7 Suction Hose

Compartment

Is an underbelly suction hose compartment amendable to the Purchaser? This is accessed from the rear via a slam shut, drop door.

This is fine as long as it doesn’t impede factory warranties or get in the way of other components on the truck.

Section 5.9 Emergency

Lighting Package Is the Purchaser amendable to TOMAR lighting package that meets NFPA 1900 and

CA compliance?

The Whelen package is superior as they have a longer and better warranty. An exception can be provided but contractor/vendor will need to state/explain why it is a better product so we can review.

13 Section 6.6 Hose Reel Would the purchaser be amendable to placing the single hose reel on the rear passenger corner with hose hooks to run hose to the driver side?

An exception can be provided but contractor/vendor will need to state/explain and show us photos so we can review.

Section 6.11 Pump Cooling

Line Would a recirculation valve suffice instead of a bypass cooling line? No. Need the bypass cooling line to keep pump alive and as a safety issue.

Section 3.6 Back-up Camera

Monitoring System

(Exception)

When the OEM back-up camera is not provided with the OEM agency provided chassis an aftermarket Back-up camera monitoring system will be provided. We will provide a Optima 5150 camera system. This is acceptable
