About this opportunity
The United States Department of Agriculture's Agricultural Marketing Service (USDA AMS) has issued a Special Notice for a two-step sealed bid solicitation to procure Condensed Cream of Chicken Soup for domestic food assistance programs. The solicitation will be conducted electronically through the USDA Web Based Supply Chain Management (WBSCM) system and will be available on the Contract Opportunities website. The contract will be a firm-fixed-price type, with deliveries to various locations in the United States on an FOB origin basis. All products must be grown, processed, and prepared exclusively in the United States, in accordance with the Agricultural Acquisition Regulation (AGAR). No hard copies of the solicitation will be available, and all future information, including amendments and award notices, will be published through WBSCM and the Contract Opportunities website.
Potential contractors must meet specific vendor qualification requirements established under Federal Acquisition Regulation (FAR) Subpart 9.2 to be eligible to submit offers. The first step of the solicitation requires technical proposals, due by February 21, 2025, which must include a two-page narrative on commercial cream of chicken soup production experience and two #1 can samples for evaluation. Samples will be assessed on product consistency, color, appearance, texture, and flavor using a Bostwick Consistometer. Contractors must contact Diana Dau David or Nicholas Kilmarx at newvendor@usda.gov to initiate the vendor qualification process, after which they will receive access to the WBSCM system. All bids, modifications, withdrawals, and price adjustments must be submitted through WBSCM, with submissions through any other means deemed non-responsive. The solicitation is part of the USDA's domestic food assistance programs, targeting the Fruit and Vegetable Canning sector (NAICS 311421), and will ultimately award contracts based on the lowest price to technically acceptable offerors.
