About this opportunity

The Department of the Army Materiel Command, Army Contracting Command seeks rental of seven 36,000 BTU portable air conditioning units to support Exercise Tradewinds 2026 in Antigua and Barbuda, with quotations due May 10, 2026 and questions due April 23, 2026. The procurement is unrestricted (no set-aside) and issued as a combined synopsis/RFQ under Firm Fixed Price terms.

Place of performance is Crabbs, Antigua and Barbuda. Five units are designated for Camp Crabbs locations (Medical Treatment Facility, MARFORSOUTH Command Post, AFSOUTH Command Post, and two Netherlands work areas), and two units for Camp Blizzard (New Hampshire National Guard Aviation areas). All equipment must be delivered and fully operational by 10:00 AM local time on June 4, 2026, for a 13-day performance period through June 16, 2026.

The contractor must maintain room temperatures between 68–73 degrees Fahrenheit and provide all installation, testing, maintenance, repairs, and removal at no additional government cost. The contractor is responsible for 24/7 on-call service technician support with a two-hour response time for troubleshooting and six-hour replacement for units requiring repairs exceeding four hours. Key personnel must include a contract manager with minimum five years' contracting experience and an EPA 608-certified AC service technician. All employees require background checks, Defense Base Act workers' compensation insurance, and compliance with overseas military security and vetting requirements.

Quotations must be submitted electronically in U.S. dollars with fully inclusive pricing; prices remain firm for 30 calendar days from the response deadline. Award will be made on a best value basis treating technical capability, price, and other factors as equally important. Contractors must be registered in SAM at quotation submission and maintain registration through final payment. Defense Base Act insurance from an approved source is required after award, with evidence of coverage due within seven days; this is reimbursable but not evaluated as part of quotation price. The NAICS code is 238220 (Plumbing, Heating, and Air-Conditioning Contractors); PSC is W041. The government retains an option to extend services for an additional six months.
