About this file

This is a combined RFQ/Solicitation for seven (7) 36,000 BTU air conditioning units needed for Tradewinds 26 in Antigua and Barbuda. The 410th Contracting Support Brigade, Regional Contracting Center – Americas (JBSA Fort Sam Houston, TX) issued this streamlined solicitation on 08 April 2026. The contract type is Firm Fixed Price (FFP). The relevant NAICS code is 238220 (with a $19.0M size standard), and the Product or Service Code is W041 (Lease or rental of Equipment – Air Conditioning). There is no set-aside designation. The solicitation contains two contract line items (CLINs): CLIN 0001 requires five units for Camp Crabbs Medical Treatment Facility, MARFORSOUTH CP, AFSOUTH CP, and two Netherlands work areas for 13 days during 4-16 June 2026; CLIN 0002 requires two units for Camp Blizzard NHARNG Aviation for 13 days during the same period. All quotations must be submitted electronically in U.S. dollars with fully inclusive pricing by 1500 CST on 10 May 2026 to SSG Adam Harwood (adam.j.harwood2.mil@army.mil) and SSG Yanto Dokosansima (yanto.d.dokosansima.mil@army.mil). Questions are due by 23 April 2026. Award will be made on a best value basis with technical capability, price, and other factors considered equally important.

Contractors must be registered in the System for Award Management (SAM) at the time of quotation submission and maintain registration through final payment. Additionally, vendors are required to secure Defense Base Act (DBA) insurance from an approved source after contract award and submit evidence of coverage within seven days of award, as Antigua and Barbuda has no DBA waiver. DBA insurance is treated as a Not-to-Exceed line item and is fully reimbursable but not evaluated as part of the quotation price. The solicitation incorporates numerous FAR and DFARS provisions and clauses effective through Federal Acquisition Circular 2025-06 (dated 10/01/2025). Offerors must hold prices firm for 30 calendar days from the response deadline. Payment will be processed through the Wide Area WorkFlow (WAWF) system using Invoice 2in1 document types with routing data specified in the clause. The government reserves the option to extend services for an additional six months under FAR 52.217-8, with the Contracting Officer having three days to exercise the option. Protests may be filed with the Contracting Officer or escalated to the AMC-Level Protest Program at Headquarters U.S. Army Materiel Command.

DBA insurance is not considered in the evaluated price for each quotation. Insurance must be presented to contracting officer no later than 7 days after contract award, or the contract will be at risk of termination.” Vendors MUST submit a DBA quote with combined solicitation to be considered for award.
