About this opportunity
Norfolk Naval Shipyard, operating under the Department of the Navy Naval Sea Systems Command, is soliciting quotations for 65 units of tungsten-impregnated silicon polymer CDM outsert shielding components fabricated in accordance with Drawing 2370.2-7445. The procurement is for a firm fixed-price sole-source requirement that includes all costs associated with manufacturing, shipping, test reports, and Certificate of Compliance documentation. Contractors must demonstrate technical capability to produce shielding with a minimum density of 7 g/cc, a Tenth-Value Layer of 2.00 inches or greater, and compliance with magnetic layer specifications as detailed in the solicitation attachments. Evaluation will be conducted on three primary criteria in descending order of importance: technical capability, price, and delivery lead time, with technical acceptability determined through review of the Technical Capability Certification Statement and supporting documentation. The offer due date is March 20, 2026, at 10:00 AM, with questions required to be submitted to the Contract Specialist no later than two days prior to closing; quotes must remain firm for 60 days from submission.
This procurement is designated as a women-owned small business (WOSB) set-aside under the 8(a) program and is sole-sourced based on patent protection (U.S. Patent 9,666,317 B2 issued to American Ceramic Technology, Inc.). The solicitation does not identify any incumbent contractors or provide specific budget information, though the firm fixed-price requirement will be determined by the responsive quotations received. The requirement encompasses 65 individual shielding pieces, each weighing less than 40 pounds, manufactured to fit flush around an 8-inch Schedule 40 pipe with no gaps and incorporating a magnetic layer capable of holding double the weight of each piece. Delivery must be completed to Norfolk Naval Shipyard, Building 276, Portsmouth, Virginia 23709-1001, during standard business hours (Monday-Friday, 0700-1630 local time), with no deliveries accepted on federal holidays, and partial shipments are acceptable to accommodate the manufacturing and delivery requirements.
