About this opportunity
The Department of the Navy Naval Sea Systems Command is issuing a pre-solicitation notice for the procurement of 131 units of Tungsten Impregnated Silicon Polymer CDM Outsert Shielding, a specialized radiation shielding product. The items must be APL Qualified and conform to US Patent No. 9,666,317 B2, which describes radiation shields with magnetic properties manufactured by American Ceramic Technology, Inc. The shielding components are designed to fit around 8-inch Schedule 40 pipes and must meet stringent technical specifications including a minimum density of 7 g/cc, a tenth value thickness of 2.00" or better, and a weight limit under 40 lbs per piece. Contractors must provide Certificates of Compliance and Certified Test Reports in accordance with MIL-STD-2041 Rev E Notice 1. The formal Request for Quote (RFQ) numbered N4215825QE093 will be posted on SAM.gov on or around September 6, 2025, with the pre-solicitation response deadline of September 2, 2025.
This procurement is designated as a 100% Small Business Set-aside and will be conducted as a sole source brand name acquisition, limiting competition to qualified small businesses that can provide the patented shielding technology. The requirement specifies exactly 131 shielding pieces that must be fabricated according to drawing 2370.2-7445 for use at Norfolk Naval Shipyard's Reactor Servicing department. Each piece must incorporate a tungsten powder and silicone rubber matrix comprising approximately 95% tungsten by weight, with a magnetic layer capable of holding double the piece's weight. The shielding components are designed to fit together in sets of six pieces without gaps and must be labeled with "RF-7445" and individual weight markings. The procurement falls under NAICS code 326299 (All Other Rubber Product Manufacturing) and PSC code 9320 (Rubber Fabricated Materials), and interested parties are specifically instructed not to submit bids until the official solicitation process begins.
