About this file
The document is a detailed fabrication specification for magnetic shielding made of tungsten-impregnated polymer. The requirement is for 131 shielding pieces with specific technical attributes, including a tungsten powder and silicone rubber matrix (approximately 95% tungsten by weight), a magnetic layer capable of holding double the piece's weight, and precise dimensional specifications matching drawing 2370.2-7445. Key technical requirements include a minimum density of 7 g/cc, tenth value thickness of 2.00" or better, and ability to fit flush around an 8" schedule 40 pipe.
The related federal contract opportunity is a pre-solicitation for the Department of the Navy Naval Sea Systems Command, scheduled to post an RFQ (N4215825QE093) around September 6, 2025. The procurement is a 100% small business set-aside for a sole-source, brand-name item described as APL Qualified Tungsten Impregnated Silicone Polymer CDM Outsert Shielding, specifically tied to US Patent No. 9,666,317 B2. Vendors are instructed not to submit bids at this time, with official bidding to occur during the formal solicitation process. The quantity matches the fabrication specification at 131 units.

E. Testing for detrimental materials is required. Quantitative test reports shall be provided as evidence that all materials used have been tested in accordance with Appendix A, Section A.6 of MIL-STD-2041 Rev E, Notice 1 Control of Detrimental Materials, and that the materials do not exceed the following limits:
BROMIDES 250 PPM (LEACHABLE)* CHLORIDES 250 PPM (LEACHABLE)* FLUORIDES 250 PPM (LEACHABLE)* SULFUR 250 PPM (LEACHABLE)* MERCURY SHALL NOT EXCEED 10 PPM
*At the option of the vendor, total levels of each halogen and sulfur may be determined in lieu of water-leachable levels per MIL-STD-2041 Rev E, Notice 1.
If the materials have been satisfactorily tested within the last four years, a copy of those test reports and a statement by the manufacturer that there has been no changes in the formulation or manufacturing process shall be submitted and is acceptable in lieu of performing additional detrimental material analyses.
F. Shielding shall be clean, well finished and free from foreign matter, cracks, holes, or other defects that may affect appearance or serviceability.
G. Shielding shall be appropriately palletized and packaged to provide adequate protection for shipping and storing. Each shipping pallet shall have a maximum loaded weight of not more than 3000 pounds. The loaded pallet shall comply with all D.O.T. Safety regulations. Partial shipments are acceptable.
H. Vendor shall provide Certified Test Reports that provide quantitative data to verify that the materials provided meet the requirements of Table (2), Attributes (1) through (3). Test Reports shall be signed and dated by the vendor’s Quality Assurance rep. and shall be traceable to the purchase contract under which the material is provided.
