This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in
Subpart 12.6, as supplemented with additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
The USPFO for Puerto Rico intends to issue an Invitation for Bid to award a single firm fixed-price contract for services, non-personal, to provide all plant, labor, transportation, materials, tools, equipment, appliances and supervision necessary for Multi Facilities Repairs at 156th AW Muniz ANGB in Carolina, Puerto Rico. The Puerto Rico Air National Guard (PRANG) is in the process to acquire construction services to renovate multiple existing buildings located at the 156 Airlift Wing, Muñiz Air National Base, Carolina PR 00979. These buildings have experienced extensive roof damage due to Hurricane Irma and Maria. The roof damage has allowed for the infiltration of water into the building causing further damage to the interior finishes. The building is showing signs of mold and mildew growth around the air ducts, acoustical ceiling tiles, walls and carpets. The air quality of the building should be tested before work begins, during the work, and at the completion of the work and appropriate safety precautions should be taken during repairs on this project. The completion of the repairs to the building are required to restore a safe working environment.
Funds are not presently available for this contract. The Government's obligation under this contract is
contingent upon the availability of appropriated funds from which payment for contract purposes can be
made. No legal liability on the part of the Government for any payment may arise until funds are made
available to the Contracting Officer for this contract and until the Contractor receives notice of such
availability, to be confirmed in writing by the Contracting Officer.
The contract duration is 180 days after NTP. This project is set aside 100% for Small Business. The North American Industry Classification (NAICS) Code is 236220, with a size standard of $36,500,000.00. The magnitude is between $500,000 and $1,000,000.
The tentative date for issuing the solicitation is on-or about 17 August 2018. The tentative date for the pre-bid conference is on-or about 23 August 2018, 9:00AM local time, location will be in solicitation. Interested contractors are encouraged to attend and shall follow conference registration and base access requirements shown in the solicitation. A site visit will follow the pre-bid conference. All questions for the pre-bid conference must be submitted by 30 August 2018 via email to Anthony.r.quinones.mil@mail.mil.
The bid opening date is scheduled for on-or about 20 September 2018. Actual dates and times will be identified in the solicitation. Interested offerors must be registered in SAM.
