A. WORK TO BE DONE:

The work to be performed under this project consists in furnishing all plant, labor, equipment, appliances, materials and performing all operations in strict accordance with ethical accepted practices of engineering.

The following is a list of the principal features of the project as described in the specifications, shown, noted or implied upon in the accompanying drawings, showing the general characteristics and extent of the work. Parts not specifically detailed shall be constructed in a manner and spirit conforming to the class of work required for the whole project.

The Contractor must perform a site visit in coordination with the Contracting Officer to verify the existing site and facility conditions. Any differing conditions shall be notified in writing to request clarification. The Contractor is solely responsible for verification of dimensions and quantities.

The work to be performed in accordance with UFC 1-200-01 “General Building Requirements”, NFPA 101 “Life Safety Code”, and IBC 2012 “International Building Code 2012, UFGS “Unified

Facility Guide Specifications” as well as the base contract specifications and this statement of work.

B. SPECIFICATIONS:

All work shall comply with the more stringent specification from the UFC or attached

Specification sections.

The Contractor shall identify and comply with all applicable federal, state, and local statutes. A partial list is presented in at the end of this document and in the Standard Design Criteria. It is the

Contractor’s fundamental responsibility to identify and comply with all mandatory federal and applicable DoD and Air Force requirements whether or not listed specifically in these two documents.

UFC 4-750-02N – DESIGN: OUTDOOR SPORTS AND RECREATION FACILITIES

C. SCOPE OF WORK:

RENNOVATE BLDG 2

BLDG 2 – Second Floor BDOC Office

Provide lump sum price

Electrical

- Perform testing of ceiling lights and smoke detectors

- Replace damaged ceiling lights with LED fixtures

- Remove and replace damaged smoke detectors

- Repair damaged electrical outlets and switches

- Replace damaged exterior lighting with like fixtures

HVAC

- Remove existing window unit and split HVAC units

- Replace damaged units with two 2-ton split HVAC units

Ceiling

- Remove and replace existing ceiling grid.

- Install new 2’ by 4’ acoustic ceiling tile.

Interior/Exterior Walls

- Cover hole from window unit with insulation and gypsum wallboard.

- Patch exterior wall with like material.

- Paint interior and exterior walls with similar paint color.

Remediate mold on wall and ceiling cavities per UFGS 02 85 00.00 20

Remove and replace corrugated metal roof over awning and exterior closet.

RENOVATE BLDG 3, 5, 9, 11, 22, 80 AND 84

Buildings 3, 5, 9, 11, 22, 80, and 84 and the Running Track have experienced water ingress and wind damage from hurricanes Maria and Irma. This Scope of Work intends to repair the interior of the buildings following the repair of the roofs (if applicable, contact 156th CES) to prevent new damage.

Unless otherwise specified contractor will verify and provide all materials in this Scope of Work.

Full Containment for Mold Remediation: Full containment is recommended for the cleanup of mold-contaminated surface areas greater than 100 ft2 or in any situation in which it appears likely that the occupant space would be further contaminated without full containment. Double layers of polyethylene should be used to create a barrier between the moldy area and other parts of the building. A decontamination room or airlock should be constructed for entry into and exit from the remediation area. The entryways to the airlock from the outside and from the airlock to the main containment area should consist of a slit entry with covering flaps on the outside surface of each slit entry. The chamber should be large enough to hold a waste container and allow a person to put on and remove PPE. All supply and air vents, doors, chases, and risers within the containment area must be sealed with polyethylene sheeting to minimize the migration of contaminants to other parts of the building. The containment area must be maintained under negative pressure relative to surrounding areas. This will ensure that contaminated air does not flow into adjacent areas. This can be done with a high-efficiency particular air (HEPA)-filtered fan unit exhausted outside of the building. All contaminated PPE, except respirators, should be placed in a sealed bag while in this chamber.

Respirators should be worn until remediators are outside the decontamination chamber (e.g., airlock). PPE must be worn throughout the final stages of HEPA vacuuming and damp-wiping of the contained area. PPE must also be worn during HEPA vacuum filter changes or cleanup of the HEPA vacuum. The surfaces of all objects removed from the containment area and the containment area itself should be “wet” cleaned and HEPA vacuumed prior to reoccupancy.

Asbestos Abatement: Asbestos containing materials (ACM)/debris have been identified in

Buildings 9 and 22. See provided inspection report results documenting materials verified as containing asbestos. Any ACM that may be disturbed during the course of this project shall be abated by a certified abatement company that has submitted the required qualification documentation and has been approved to perform abatement work by the COR. An asbestos work plan must be submitted to the COR prior to starting any work. Pre and Post abatement visual inspection must be scheduled with the COR office at least 24 hours in advance and any discrepancies found as a result shall be corrected by the contractor, at no additional cost to the government, before proceeding. The contractor will remove the ACM in accordance with 29 CFR 1926.1101, as outlined in DAQ R307-

801, Puerto Rico standards, as well as base guidelines. Upon completion of the asbestos removal, all surfaces inside the regulated area shall be visibly clean of any debris and or dust. Entire work area will be HEPA vacuumed and wet cleaned prior to the final visual inspection and encapsulation.

Critical barriers will cover all openings and penetrations inside the regulated work area and will remain in place until the areas have been released as clean, first by a visual inspection and then by aggressive air clearance sampling. An independent, third party consulting firm hired by the contractor will run the aggressive air clearance samples. A three stage decon unit will be attached to each enclosure/phase prior to starting any asbestos removal. The decon unit will be equipped with hot and cold running water. Shower and or residual water will be filtered down to 5 microns before being discharged into a sanitary sewer drain. Regulated areas will be demarcated with asbestos warning signs and barrier tape. Contractor will remove and properly package the ACM while adequately wet. Daily abatement project documentation/logs and all air monitoring results must be submitted to the COR at the completion of the project. All asbestos waste shall be disposed of at an approved landfill and all waste manifests shall be signed by the contractor with a signed copy being returned to the case COR within 30 days of the waste being disposed of.

LBP Abatement: Lead based paint (LBP) was not identified; however; all painted areas requiring disturbance should be assumed to have LBP and are required to be tested prior to disturbing as part of this Scope of Work. Any LBP that may be disturbed during the course of this project shall be abated by a certified abatement company that has submitted the proper qualification documents and has been approved by the COR. A LBP work plan must be submitted and approved by the COR prior to starting any work. Pre and Post abatement visual inspection must be scheduled with the

COR at least 24 hours in advance and any discrepancies found as a result shall be corrected by the contractor, at no additional cost to the government, before proceeding. The contractor will remove the LBP in accordance with 29 CFR 1926.62, Puerto Rico standards, and base guidelines. Upon completion of the LBP removal, all surfaces inside the regulated area shall be visibly clean of any debris and or dust. Entire work area will be HEPA vacuumed and wet cleaned prior to the final visual inspection. Critical barriers will cover all openings and penetrations inside the regulated work area and will remain in place until the areas have been released as clean by a visual inspection. The contractor shall provide a representative certified as an LBP inspector to provide this visual inspection. The contractor shall provide proper hygiene facilities for use by employees when exiting the regulated area. All LBP waste shall be properly packaged and labeled in containers provided by the contractor and disposed by the contractor at a facility approved for LBP waste disposal. Daily abatement project documentation/logs and all air monitoring results must be submitted to the COR office at the completion of the project.

Building 3 - General Damage Interior - The scope of general repairs is to be performed following the repair of the roof that allowed for water ingress into rooms.

Walls

- Remediate any mold or mildew in upstairs sleeping rooms, classroom and office as well as the recreation room, fitness room, admin office, upstairs control room, Fire Chief Office, lower office corridor, and Deputy Fire Chief Office. See UFGS-02 85 00.00 20 MOLD REMEDIATION.

- Clean prepare and paint upstairs classroom and office on west side of building. SECTION 09 90

00 – PAINTS & COATINGS.

- Remove and replace damaged gypsum wall board in Deputy Fire Chief Office. Replace wallboard in Deputy Fire Chief Office and paint. Contractor will remove and reinstall necessary electrical or communication sockets. (Contractor shall field verify and provide material required for this scope of work - paint color and type approved by 156th CES

/BCE according to base color scheme).

Flooring

- Remove and replace carpet tile in Deputy Fire Chief Office. Contractor to get approval of carpet from 156th CES/BCE.

- Remove and replace base board in Deputy Fire Chief Office (Contractor shall field verify and provide material required for this scope of work)

Building 3 - East Lower Interior – The intent of this scope is to remove damaged material, remediate mold, and return areas to their pre-hurricane condition in the east lower level interior.

- Remove all VCT from floor in dorms and hallway.

- Remove all vinyl cove base in dorms and hallway.

- Clean tile in lower locker rooms. Remediate mold IAW UFGS-02 85 00.00 20 MOLD

REMEDIATION.

- Prepare and install VCT floor in dorms and hallway

- Prepare and install vinyl cove base in dorms and hallway. (Contractor shall field verify and provide material required for this scope of work)

- Remove all gypsum wallboard and electrical outlets/switches in dorm area.

- Remove all doors in dorm area. (Approximately 4 single interior doors - Contractor shall field verify and provide material required for this scope of work)

- Remediate any mold or mildew in lower dorm stud cavity, locker room tile walls, and hallway areas. See full containment section above. See UFGS-02 85 00.00 20 MOLD REMEDIATION.

- Install all electrical sockets and switches after installation of wall board.

- Prepare and paint all walls in lower dorm, hallway, and locker room walls – concrete and gypsum walls (excluding tiled areas). SECTION 09 90 00 – PAINTS & COATINGS.

Ceilings

- Remove all acoustical tile ceiling tiles in locker rooms, dorms, and hallway.

- Remove lights, fan covers and other ceiling items necessary to ceiling replacements in locker rooms, hallway and dorm areas.

- Remediate any mold or mildew within the ceiling cavity for lower dorm, hallway and locker room areas. See UFGS-02 85 00.00 20 MOLD REMEDIATION.

- In men’s and women’s locker rooms remove acoustic ceiling tile grid.

- Install suspended drop ceiling gypsum frame in men’s and women’s locker room.

(Contractor to provide design to BCE - Contractor shall field verify and provide material required for this scope of work).

- Install moisture resistant green gypsum ceiling board in men’s and women’s locker rooms.

(Contractor shall field verify and provide material required for this scope of work). SECTION 09 22

00 – SUPPORTS FOR GYPSUM WALL BOARD & PLASTER.

- In dorm and hallway areas – install new acoustic ceiling tiles. Install new lights in dorm area.

(Contractor shall field verify and provide material required for this scope of work). See SECTION

09 51 00 – ACOUSTICAL CEILINGS

- Paint locker room ceilings with paint color and type approved by 156th CES /BCE according to base paint color scheme. (Contractor shall field verify and provide material required for this scope of work)

Locker room ventilation

- Remove and replace women’s locker room current residential fan with industrial type. Install new fan in exhaust ducting in men’s locker room on top of roof. (Contractor shall field verify and provide material required for this scope of work). See SECTION 23 00 00 - AIR SUPPLY, DISTRIBUTION, VENTILATION, AND EXHAUST SYSTEMS.

HVAC system in lower locker room/dorm area

- Remove and replace all HVAC duct insulation above acoustic panels in lower dorm, locker rooms, and hallway area. See SECTION 23 07 00 – THERMAL INSULATION FOR MECHANICAL

SYSTEMS

- Inspect, clean and remediate the duct work to remove all mold/mildew/fungal growth in lower locker room, dorm, and hallway areas. Clean all ducts on HVAC system connected to this area. See

UFGS-02 85 00.00 20 MOLD REMEDIATION.

Building 5 - This scope intends to replace double doors on building 5.

- Remove double door frame from east side of building 5.

- Install double door set with like kind. (Contractor shall field verify and provide material required for this scope of work).

- Paint doors with material approved by Base Civil Engineer.

Building 9 – Exterior

- Perform testing of lights to insure all damaged lights are preplaced

- Remove and replace 3 exterior lights under awning with exterior lighting.

- Remove and replace 5 exterior wall pack lights.

Doors

- Remove and replace double doors to mechanical room with blast resistant doors – see SECTION

08 39 54 - BLAST RESISTANT DOORS

- Install new single door with door closure where plywood has been installed

- Remove and replace door and frame to main entrance. Install door closure.

- Paint door and frame with like color.

- Replace locks with BEST locks and synchronize with base and building master key system.

Building 9 Interior

Ceiling

- Remove and replace existing ceiling grid in the hallway.

- Remove and replace 2’ by 4’ acoustic ceiling tile in the hallway, combat arms office, training room, antiterrorism office, break room, ISPM office, and main office.

Interior Walls

- Remove and replace damaged gypsum wallboard in the combat arms office and antiterrorism office.

- Remediate any mold within the stud cavity. See UFGS 02 85 00.00 MOLD REMEDIATION

- Paint new gypsum board with similar paint color and finish per SECTION 09 90 00 PAINTS AND

COATINGS

- Replace lighting in the training office, antiterrorism office, breakroom, ISPM office, main office, and hallway. For lighting, contractor to adhere to SECTION 26 51 00 – INTERIOR LIGHTING

- ACM material present in cream VAT and mastic, located in Corridor 1, 2, 3, 4, and rooms, 1, 2, 5-

12, 14, and 15, and janitor room. Abate ACM if performing work in these rooms. See attached report. Replace any VAT with vinyl floor tile.

- Remove carpet in combat arms office and replace with vinyl floor tile.

- Remove carpet in main office – replace with vinyl floor tile. Contractor to get approval of vinyl floor tile from 156th CES/BCE.

- Remove and replace vinyl cove base in combat arms office and main office.

- Remediate mold in ceiling cavities per UFGS 02 85 00.00 20 MOLD REMEDIATION

Building 11 interior damage - This scope intends to clean molded surfaces and treat them as well as make repairs to the facility after the roof is repaired.

- Remediate any mold or mildew in EFAC office against exterior wall. See UFGS-02 85 00.00 20

MOLD REMEDIATION.

- Clean prepare and paint EFAC office against exterior wall. Contractor to remove and reinstall electrical and communication sockets as part of preparation work. See SECTION 09 90 00 –

PAINTS & COATINGS.

Window

- Remove and replace damaged windows (Approximately 2 windows in warehouse area on west side of building - Contractor shall field verify and provide material required for this scope of work).

Window must have lamination interlayer and window frame must be compliant with requirements per UFC 4-010-01.

Roll up Door and Lights – This scope intends to replace roll up door components and repair overhead lights that are hanging by conduit.

- East side of building, south end, replace roll up door cover and brackets with corrosion resistant material with like item compatible with current manufacturers door installed.

- Repair and reinstall ceiling light conduit and mount in this room. Contractor to use hardware not to damage roof.

Building 22 – The scope intends to make interior building repairs following the repair of the roof that caused water damage

- Remove and replace ceiling tile grid in room 116.

- Replace acoustic ceiling tiles as necessary. (Approximately 100 SQFT - Contractor shall field verify and provide material required for this scope of work). See SECTION 09 51 00 –

ACOUSTICAL CEILINGS.

Building 80 – this scope intends to maintain the facility by replacing interior finishes damaged by water ingress. It is assumed that these repairs will happen after the roof is repaired.

Corridors

- Replace water damaged corridor VCT with like VCT. Contractor to get approval of material prior to work start. (Approximately 1000 SQFT - Contractor shall field verify and provide material required for this scope of work)

Auditorium

- Remove theatre seats. Store in building (Contractor to consult with building manager for storage location).

- Remediate mold and mildew on walls in auditorium. See UFGS-02 85 00.00 20 MOLD

REMEDIATION.

- Remove and replace all carpet. Contractor to get approval of carpet from 156th

CES/BCE.(Approximately 1000 SQFT - Contractor shall field verify and provide material required for this scope of work).

- Patch or paint any walls damaged during flooring installation.

North west offices

- Clean walls and ceiling cavity for mold in all west walled offices in rooms 134, 137, 138, 139 and139A. See UFGS-02 85 00.00 20 MOLD REMEDIATION.

- Clean prepare and paint rooms 134, 137, 138, 139 and139A walls. Contractor to remove and reinstall electrical and communication sockets as part of preparation work. See SECTION 09 90 00 –

PAINTS & COATINGS.

- Remove and replace vinyl cove base. Remove VCT - clean and prepare floors - install new VCT in rooms 134, 137, 138, 139 and139A. (Approximately 1000 SQFT -Contractor shall field verify and provide material required for this scope of work).

Life support shop & office (Rooms 116, 117, 118)

- Remove floor cove base around cabinets and walls. Cut all carpet to flush with cabinets support shop and office.

- Clean and polish concrete in life support shop area and office. (Approximately 1300 SQFT -

Contractor shall field verify and provide material required for this scope of work).

- Install new floor base mold around cabinets and walls.

- Install flooring transitions between flooring types.

Room 121 – Men’s locker room

- Remove and replace gypsum board in entryway of locker room. Remove and replace can light with like item. Paint ceiling and walls as necessary to restore finish. (Approximately 100 SQFT -

Contractor shall field verify and provide material required for this scope of work).

Room 158 – Men’s Locker room locker room entrance

- Scrape damaged ceiling paint as necessary.

- Patch gypsum board seams and finish.

- Paint area above toilets with ceiling paint. (Approximately 200 SQFT - Contractor shall field verify and provide material required for this scope of work).

Rooms 125, 126, 127

- Repair damaged gypsum board on concrete walls around windows in offices 125 and 126 below window frame. Paint walls against windows. (Approximately 250 SQFT -Contractor shall field verify and provide material required for this scope of work).

- Replace seal around windows in 125 and 126. (Approximately 3 windows - Contractor shall field verify and provide material required for this scope of work). See SECTION 07 92 00 - JOINT

SEALANTS.

Building 84 – This scope intends to replace exterior items damaged during the hurricane.

- Replace outdoor parking tent structure tension fabric. (The parking pad is approximately 40’X35’ -

Contractor shall field verify and provide material required for this scope of work). Fabric should be rated to local weather conditions. Fabric specifications should be similar to:

-- Total Fabric Weight 12.0 oz/yd² (407 g/m²) +/- 5%

-- Finished Thickness 20 mils (ASTM D5199)

-- Grab Tensile Strength 370 lbs (ASTM D5034)

-- Strip Tensile Strength 275 lbs/in (ASTM D5035)

-- Tongue Tear Strength 115 lbs (ASTM D2261)

-- Trapezoidal Tear 90 lbs (ASTM D-4533)

-- Mullen Burst 675 psi (ASTM D3786)

-- Cold Crack Resistance -60 ºC (ASTM D2136)

-- UV Resistance & Weathering >90% retention after 2000 hrs. ASTM G151

-- Low flammability per ASTM E84-94

- Remove and discard all water damaged roof insulation sections in warehouse.

- Remove and replace all interior wall insulation in warehouse with like kind.

Running Track and Tennis Fence Repair – This scope is to repair sport field items.

- Remove and replace damaged section of top layer running track with like color and type, flush to surface. (Approximately 400 SQFT - Contractor shall field verify and provide material required for this scope of work). See UFC 4-750-02N

- Remove damaged west side of tennis court fence. Dispose.

- Install new fence posts, gate, and chain link fence with like kind at equal height and type to current. Fence to have one access gate at center court like current design.

Building 93, Muniz ANG Station, Puerto Rico, has experienced major damage to Hurricanes Irma and Maria. The completion of the building repairs will produce a replica of pre-hurricane facility.

Asbestos Abatement: Asbestos containing materials (ACM)/debris have not been inspected on the roofs for the buildings on Muniz ANG Station. Any ACM that may be disturbed during the course of this project shall be abated by a certified abatement company that has submitted the required qualification documentation and has been approved to perform abatement work by the COR. Building 93 - Scope intends to repair building 93, a pre-engineered metal building by replacing all damaged building items while keeping metal frame, stem walls, and foundation such that the end product replicates current design.

Design and preparation:

1. Provide lump sum price

2. Conduct ACM inspection prior to work start – provide 156th CES with documentation.

3. Review construction document drawings of pre-engineered building with 156th CES/COR.

4. Submit engineered stamped design of a building such that: Provides a complete, integrated set of metal building system manufacturer's standard mutually dependent components and assemblies that form a metal building system capable of withstanding structural and other loads, thermally induced movement, and exposure to weather – up to 160 mph winds - without failure or infiltration of water into building interior. Include primary and secondary framing, metal roof panels, metal wall panels, and accessories complying with requirements indicated. See SECTION 13 34 19 METAL

BUILDING SYSTEMS.

5. Submit all other submittals listed below.

Building Scope

1. Provide lump sum price

2. Demolish damaged existing steel siding and roof panels, lighting, electrical, man doors, fire alarms, and other non-metal frame, stem wall, or foundation as required to facilitate repair.

- Anything serviceable must be returned to 156th CES/BCE for salvage.

3. Remove and replace all girts and purlins with new material as specified in stamped pre-engineered building design drawings.

4. Replace all building items to produce pre-engineered building as was prior to Hurricane

Maria per stamped engineer design (see Design and Preparation). Building to withstand 160 mph winds per IBC. Contractor to adhere to attached specifications in this scope including:

- SECTION 13 34 19 METAL BUILDING SYSTEMS.

5. The installed roof system shall be watertight; free of defects suitable for the climatic and service conditions of the installation; and shall provide for positive drainage of the roof area.

6. Install spray polyurethane foam on roof (see UFGS 07 57 13 SPRAYED POLYURETHANE

FOAM ROOFING) and seal the entire high metal roof with a spray applied silicone coating with granules as specified in the attached UFGS 07 57 13 SPRAYED POLYURETHANE

FOAM ROOFING specification.

7. Clean all affected areas and dispose of debris.

Building 12A has experienced extensive roof damage due to Hurricane Irma and Maria. The roof damage has allowed for the infiltration of water into the building causing further damage to the interior finishes. The building is showing signs of mold and mildew growth around the air ducts and acoustical ceiling tiles. The air quality of the building should be tested before work begins, during the work, and at the completion of the work and appropriate safety precautions should be taken during repairs on this project. The completion of the repairs to the building are required to restore a safe working environment.

Full Containment for Mold Remediation: Full containment is recommended for the cleanup of mold-contaminated surface areas greater than 100 ft2 or in any situation in which it appears likely that the occupant space would be further contaminated without full containment. Double layers of polyethylene should be used to create a barrier between the moldy area and other parts of the building. A decontamination room or airlock should be constructed for entry into and exit from the remediation area. The entryways to the airlock from the outside and from the airlock to the main containment area should consist of a slit entry with covering flaps on the outside surface of each slit entry. The chamber should be large enough to hold a waste container and allow a person to put on and remove PPE. All supply and air vents, doors, chases, and risers within the containment area must be sealed with polyethylene sheeting to minimize the migration of contaminants to other parts of the building. The containment area must be maintained under negative pressure relative to surrounding areas. This will ensure that contaminated air does not flow into adjacent areas. This can be done with a high-efficiency particulate air (HEPA)-filtered fan unit exhausted outside of the building. All contaminated PPE, except respirators, should be placed in a sealed bag while in this chamber.

Respirators should be worn until remediators are outside the decontamination chamber (e.g., airlock). PPE must be worn throughout the final stages of HEPA vacuuming and damp-wiping of the contained area. PPE must also be worn during HEPA vacuum filter changes or cleanup of the HEPA vacuum. The surfaces of all objects removed from the containment area and the containment area itself should be “wet” cleaned and HEPA vacuumed prior to reoccupancy.

Asbestos Abatement: Asbestos containing materials (ACM)/debris was not identified in Bldg 12A.

See provided inspection report results documenting materials verified as containing asbestos. Any

ACM that may be disturbed during the course of this project shall be abated by a certified abatement company that has submitted the required qualification documentation and has been approved to perform abatement work by the COR. An asbestos work plan must be submitted to the COR prior to starting any work. Pre and Post abatement visual inspection must be scheduled with the COR office at least 24 hours in advance and any discrepancies found as a result shall be corrected by the contractor, at no additional cost to the government, before proceeding. The contractor will remove the ACM in accordance with 29 CFR 1926.1101, as outlined in DAQ R307-801, Puerto Rico standards, as well as base guidelines. Upon completion of the asbestos removal, all surfaces inside the regulated area shall be visibly clean of any debris and or dust. Entire work area will be HEPA vacuumed and wet cleaned prior to the final visual inspection and encapsulation. Critical barriers will cover all openings and penetrations inside the regulated work area and will remain in place until the areas have been released as clean, first by a visual inspection and then by aggressive air clearance sampling. An independent, third party consulting firm hired by the contractor will run the aggressive air clearance samples. A three stage decon unit will be attached to each enclosure/phase prior to starting any asbestos removal. The decon unit will be equipped with hot and cold running water. Shower and or residual water will be filtered down to 5 microns before being discharged into a sanitary sewer drain. Regulated areas will be demarcated with asbestos warning signs and barrier tape. Contractor will remove and properly package the ACM while adequately wet. Daily abatement project documentation/logs and all air monitoring results must be submitted to the COR at the completion of the project. All asbestos waste shall be disposed of at an approved landfill and all waste manifests shall be signed by the contractor with a signed copy being returned to the case COR within 30 days of the waste being disposed of.

Critical barriers will cover all openings and penetrations inside the regulated work area and will remain in place until the areas have been released as clean by a visual inspection. The contractor shall provide a representative certified as an LBP inspector to provide this visual inspection. The contractor shall provide proper hygiene facilities for use by employees when exiting the regulated area. All LBP waste shall be properly packaged and labeled in containers provided by the contractor and disposed by the contractor at a facility approved for LBP waste disposal. Daily abatement project documentation/logs and all air monitoring results must be submitted to the COR office at the completion of the project.

20 – BASIC ELECTRICAL MATERIALS AND METHODS

- Perform testing of ceiling lights to insure all damaged lights are replaced. Replace water damaged light covers.

- Remove and replace the VCT in west classroom west side and breakroom (approximately 1,030

SF – Contractor shall field verify and provide material required for this scope of work).

- Remove and replace the vinyl cove base in west classroom west side of the building

(approximately 200 LF – Contractor shall field verify and provide material required for this scope of work).

Interior Painting

Interior paint has not been tested for LBP and is assumed to be present on the interior building walls.

Any areas requiring surface preparation should be tested to confirm if the paint is LBP and the appropriate measure shall be taken. See LBP section and SECTION

(approximately 2700 SF – Contractor shall field verify and provide material required for this scope of work). SECTION 09 51 00 – ACOUSTICAL CEILINGS

- Replace ceiling grid in training classroom only.

Interior Walls

- Remediate any mold or mildew on classroom and breakroom walls per See UFGS-02 85 00.00 20

MOLD REMEDIATION.

- Replace gypsum wallboard and paint with similar paint color and finish in west training classroom. SECTION 09 22 00 – SUPPORTS FOR GYPSUM WALL BOARD & PLASTER.

HVAC

- Inspect, clean and remediate the duct work to remove all mold/mildew/fungal growth. See UFGS-

02 85 00.00 20 MOLD REMEDIATION.

- Replace all HVAC duct insulation above acoustic panels in west training classroom.

Exterior walls

- Replace window in exterior door on west side of building leading to office hallway. See SECTION

08 39 54 - BLAST RESISTANT DOORS. All exterior glazing/windows that are replaced must comply with UFC 4-010-01 and include a lamination interlayer.

- Replace door closure on west side of building that leads to engine storage bay. Install closure mechanism on interior side of door. Patch mount holes on outside of door. See SECTION 08 11 13 -

STEEL DOORS & FRAMES.

- Replace (2) overhead coiling doors on North Side of building. Entry doors into main engine maintenance area and engine storage areas. See UFGS SECTION 08 33 23 – OVERHEAD

COILING DOORS. Include electric motors.

- Add joint edge sealant and flashing to north and south sides of main shop area exterior that runs horizontally approximately 16 feet off ground. UFGS SECTION 07 92 00 – JOINT SEALANT.

D. SPECIAL CONSIDERATIONS:

Solid Waste Management: All waste materials and debris generated by work under this contract shall be processed, handled, transported, stored, and disposed of by the contractor in accordance with all federal, state, local, regulations, and laws. All waste streams will be quantified and reported to the

Base Environmental Manager.

Fire Safety: The Contractor shall comply with all local fire regulations and NFPA 241 during all demolition and construction work. All fire extinguishers required shall be provided and maintained by the contractor, but must be approved for use by the contracting officer prior to use. “Hot-work” operations, those involving welding, soldering, brazing, or torch heating shall not commence before an AF Form 592 is completed and signed by the Fire Inspector. The contractor shall contact the Fire

Department’s inspection section at least one work day prior to hot-work operations for assistance and completing the Form 592. There shall be no open burning of waste materials or debris during this contract.

Asbestos Abatement: Asbestos containing materials (ACM)/debris have been identified, see provided inspection report; any ACM that may be disturbed during the course of this project shall be abated by a certified abatement company that has submitted the required qualification documentation and has been approved to perform abatement work by the COR. An asbestos work plan must be submitted to the COR prior to starting any work. Pre and Post abatement visual inspection must be scheduled with the COR office at least 24 hours in advance and any discrepancies found as a result shall be corrected by the contractor, at no additional cost to the government, before proceeding. The contractor will remove the ACM in accordance with 29 CFR 1926.1101, as outlined in DAQ R307-

801, Puerto Rico standards, as well as base guidelines. Upon completion of the asbestos removal, all surfaces inside the regulated area shall be visibly clean of any debris and or dust. Entire work area will be HEPA vacuumed and wet cleaned prior to the final visual inspection and encapsulation.

Critical barriers will cover all openings and penetrations inside the regulated work area and will remain in place until the areas have been released as clean, first by a visual inspection and then by aggressive air clearance sampling. An independent, third party consulting firm hired by the contractor will run the aggressive air clearance samples. A three stage decon unit will be attached to each enclosure/phase prior to starting any asbestos removal. The decon unit will be equipped with hot and cold running water. Shower and or residual water will be filtered down to 5 microns before being discharged into a sanitary sewer drain. Regulated areas will be demarcated with asbestos warning signs and barrier tape. Contractor will remove and properly package the ACM while adequately wet. Daily abatement project documentation/logs and all air monitoring results must be submitted to the COR at the completion of the project. All asbestos waste shall be disposed of at an approved landfill and all waste manifests shall be signed by the contractor with a signed copy being returned to the case COR within 30 days of the waste being disposed of.

At the end of each working day all areas will be clear from equipment, tools and materials.

Special precautions will be taken at no cost to government to protect base property during the project execution.
