About this opportunity

The Defense Logistics Agency seeks removal, transportation, and disposal of RCRA hazardous wastes, non-RCRA wastes, state-regulated wastes, universal wastes, compressed gases, polychlorinated biphenyls (PCBs), and per- and polyfluoroalkyl substances (PFAS) at military installations in the Tucson, Arizona region or within a 50-mile radius of designated pickup locations, with proposals due September 21.

This is a full and open procurement under NAICS code 562211 with a small business size standard of $47 million. No set-aside applies. The contract is an indefinite-delivery/indefinite-quantity (IDIQ) firm-fixed-price vehicle. Place of performance is Tucson, Arizona, with service delivery at 28 pickup locations across Arizona military installations including Davis-Monthan AFB, Luke AFB, MCAS Yuma, Fort Huachuca, and Yuma Proving Grounds.

The base period runs 30 months from March 2027 through August 2029, with a 30-month option period. A 6-month extension option is also available under FAR 52.217-8. The price schedule includes rolloff container rentals, waste characterization and testing services (TCLP, metals, VOC, BTEX, asbestos, PCB analysis), packaging and drum supplies, industrial cleaning services, equipment rental with operators (dump trucks and excavators), overpacking and lab pack preparation, and battery disposal across multiple chemistries. Service timelines are 20 business days for containerized wastes and 5 business days for bulk waste.

The previous contract (SP450022D0008) awarded to Industrial Waste Utilization carried a value of $7,537,081.13 (May 2022 through September 2025). Order history is attached as reference material.

Contractor personnel requiring facility access must obtain Common Access Card (CAC) credentials. Prevailing wage rates under Department of Labor Wage Determination No. 1996-0223 apply. Evaluation criteria weight past performance significantly more important than price; the government will evaluate past performance based on recency (services within two years), relevance in scope and complexity, and quality of performance using an adjectival rating scale. Proposals must be submitted via email in two volumes: Volume I with certifications and pricing, Volume II with up to three references from contracts performed within the last two years as prime or subcontractor. Unit prices must hold firm for 90 calendar days and cannot exceed two decimal places or be zero.
