About this opportunity

The Department of the Navy Naval Supply Systems Command is procuring annual maintenance and calibration services for TSI PortaCount Respirator Fit Testers through RFQ N0060425Q4104. The contract covers cleaning and calibration of five respirator fit testing units - four located at Joint Base Pearl Harbor-Hickam Safety Department and one at the Pacific Missile Range Facility - with services to be performed at the contractor's facility. The government intends to negotiate with only one source under simplified acquisition procedures, though all quotations received will be considered. Technical capabilities will be evaluated on an acceptable/unacceptable basis, with award going to the responsible quoter whose submission is technically acceptable and most advantageous considering both price and other factors. The deadline for submitting questions was August 1, 2025, at 1000 HST, with quotations due by August 8, 2025, at 1200 HST following two deadline extensions.

This is an unrestricted requirement with no set-aside designation, operating under NAICS code 811210 with a small business size standard of $34 million. The Small Business Office concurred with the decision to dissolve the small business set-aside for this procurement. The contract includes a base period from August 5, 2025, to August 4, 2026, with four optional one-year extension periods extending through August 4, 2030, providing up to five total years of service. The contractor must handle all shipping costs, proper packaging, and insurance for the equipment, with a phased approach ensuring at least two JBPHH units remain operational during maintenance cycles. Services will be performed during normal government business hours (0700-1530 Hawaii Standard Time), with the place of performance being Pearl Harbor, Hawaii. The procurement specifically targets TSI respirator equipment requiring specialized factory recalibration with a one-year interval requirement.
