About this opportunity
The Bureau of Reclamation seeks one Treble+ Distributed Acoustic Sensing (DAS) Interrogator Unit or equivalent geophysical instrument, with quotes due August 21, 2026 at 4:00 PM Mountain Daylight Time. This procurement is set aside for Women-Owned Small Businesses.
Delivery must occur within 10 weeks of award to Bureau of Reclamation-DO in Denver, Colorado. The DAS system must meet specific mechanical and operational requirements, including a Class 1M laser product in a 19-inch rack-mountable 4U chassis, operating temperatures of 0°C to 40°C, SC/APC fiber-optic connectors, and ruggedized site case for field deployment. System capabilities must include continuous recording with GPS time stamping (2 microseconds maximum error), triggered or continuous acquisition modes, local and remote dashboards, integrated APIs, and visualization software with signal processing tools. Native velocity measurements must be provided in HDF5 format with maximum fiber sensing length of at least 30 kilometers, channel spacing of 1 meter or less, and sampling rates of at least 200,000 samples per second.
Pricing includes three contract line items: the interrogator unit itself (CLIN 10), a 2-year warranty and technical support extension beyond the first year (CLIN 20), and a 2-year annual software upgrade extension beyond the first year (CLIN 30). Vendors must provide at least three years total warranty coverage from delivery, annual firmware upgrades, three years of annual technical support and remote software maintenance. Power requirements are 100-240 VAC, 40-60 Hz.
Vendors must submit company information, completed pricing schedule, technical specifications if offering alternative equipment, warranty documentation, delivery lead time, and past performance from two relevant projects completed within the last three years with complete project details and reference contacts. Incomplete submissions will be deemed non-responsive. Evaluation weighs technical capability, past performance, delivery, warranty terms, and price equally. Payment uses the Invoice Processing Platform (IPP) system. The NAICS code is 541715 (Research and Development in Physical, Engineering, and Life Sciences); PSC is 6655 (Geophysical Instruments).
