About this opportunity
The Bureau of Reclamation is conducting market research through a sources sought synopsis to identify firms that can supply a new Small-Diameter Soil Cyclic Triaxial Testing System under NAICS 334519, with responses due November 6, 2026 at 5:00 PM Eastern. No set-aside is used. This notice is not a solicitation for proposals and does not obligate the Government to issue a solicitation or award a contract. The Government will not pay for responses, which may inform commercial availability, technical feasibility, potential sources, socioeconomic participation, and acquisition strategy.
Delivery and installation to Reclamation's Technical Service Center in Denver, Colorado must be completed by the supplier. The system must directly interface with the GDS Instruments cyclic triaxial testing system Reclamation already owns, including existing hardware and software, and conform to ASTM D3999 performance specifications. Anticipated components include a triaxial testing cell, a 10 kN internal load cell with axial force accuracy below 0.1% of full-scale output and below 0.4 kN, high-accuracy electromechanical actuators, a 100 mm displacement range, a USB computer interface, connections to existing 110V power, and control software with load control. Preparation kits are required for 38 mm, 50 mm, 70 mm, and 100 mm specimens, with on-specimen LVDTs for the 38 mm, 50 mm, and 70 mm sizes.
Supplier requirements include a warranty of at least one year, demonstrated construction and sale of at least five similar systems worldwide, and qualified service technicians for support and maintenance. Responses must be emailed in Microsoft Word or PDF format, not exceeding 10 single-sided pages, to ConnieAnn Tudela-Kately at connieann_tudela-kately@ios.doi.gov.
